THE COLLECTIVE VISION OF THE 55 PTAS THAT MAKE UP OUR COUNCIL IS TO ENSURE THAT EVERY CHILD'S POTENTIAL IS A REALITY. BY ENGAGING AND EMPOWERING FAMILIES AND COMMUNITIES TO ADVOCATE FOR ALL CHILDREN. AND THE PTA TAKES THAT VERY SERIOUSLY. AND WHEN WE SAY ALL CHILDREN, WE MEAN ALL CHILDREN. EVERY SINGLE CHILD THAT ATTENDS ANY ONE OF OUR CAMPUSES OR LIVES WITHIN OUR DISTRICT, WE TRY TO REPRESENT AND GIVE A VOICE TO. AND WE HAVE BEEN VERY FORTUNATE TO HAVE A GREAT PARTNERSHIP WITH OUR DISTRICT WHICH MAKES THE WORK DOING THE WORK OF THE PTA THAT MUCH EASIER. AND BECAUSE WE VALUE THIS PARTNERSHIP BETWEEN THE SUPERINTENDENT, THE SCHOOL BOARD, THE COMMUNITY AND THE PTAS WELL, THAT'S WHY I'M HERE TONIGHT TO GIVE YOU THIS UPDATE. PTA ALSO IS THE OLDEST AND LARGEST CHILD ADVOCACY ORGANIZATION IN THE NATION, AND IT CONNECTS PARENTS, SUPPORTS TEACHERS, AND BENEFITS STUDENTS. AND EVERYBODY WHO TOUCHES OUR PUBLIC SCHOOLS. THE PURPOSES OF THE PTA ARE TO PROMOTE THE WELFARE OF CHILDREN AND YOUTH, RAISE THE STANDARDS OF A HOME LIFE, ADVOCATE FOR LAWS THAT FURTHER THE EDUCATION, PHYSICAL AND MENTAL HEALTH, WELFARE AND SAFETY OF CHILDREN AND YOUTH. PROMOTE THE COLLABORATION AND ENGAGEMENT OF FAMILIES AND EDUCATORS IN THE EDUCATION OF CHILDREN AND YOUTH. ENGAGE THE PUBLIC IN UNITED EFFORTS TO SECURE THE PHYSICAL, MENTAL, EMOTIONAL, SPIRITUAL AND SOCIAL WELL-BEING OF ALL CHILDREN AND YOUTH AND ADVOCATE FOR FISCAL RESPONSIBILITY REGARDING PUBLIC TAX DOLLARS IN PUBLIC EDUCATION FUNDING, WHICH YOU ALL KNOW IN TEXAS, HAS BEEN A CHALLENGE. TEXAS, THE TEXAS PTA, AS WELL AS OUR LOCAL PTAS VALUE COLLABORATION, COMMITMENT, DIVERSITY, RESPECT AND ACCOUNTABILITY. AND WE ARE HERE TO SUPPORT AND CELEBRATE OUR TEACHERS, STUDENTS, STAFF WHILE KEEPING THE WELL-BEING OF EVERYONE A TOP PRIORITY. AND THAT JUST CONTINUES TO BE A GOAL TO KEEP THAT PARTNERSHIP AND THOSE RELATIONSHIPS STRONG SO THAT WE CAN CONTINUE THE WORK OF THE PTA. WE REALLY COULDN'T HOST ANY ACTIVITIES OR DO EVEN HOLD MEETINGS ON CAMPUSES IF WE DIDN'T HAVE THE SUPPORT OF OUR SUPERINTENDENT AND OUR PRINCIPALS. SO THAT WILL CONTINUE TO BE OUR GOAL, AND WE ARE HOPING THAT WE WILL GET TO ACHIEVE A MEMBERSHIP INCREASE THIS YEAR. WE'RE SHOOTING FOR 19,000. WE'RE ONLY 5000 PEOPLE AWAY FROM THAT. AND EVERY DAY WHEN I CHECK OUR MEMBERSHIP ROSTER, IT INCREASES. SO I'M FAIRLY CONFIDENT WE WILL GET THERE. MEMBERSHIP IS IMPORTANT BECAUSE THE PTA REPRESENTS OR TRIES TO REPRESENT EVERY CHILD IN OUR DISTRICT. AND IN ORDER TO DO THAT, IN ORDER TO HAVE OUR LEGISLATORS AND STATE LEADERS LISTEN TO US, WE NEED TO HAVE A LARGE NUMBER BACKING OUR VOICES. AND THAT'S WHERE MEMBERSHIP COMES IN. SO IF I GO TO ONE OF OUR REPRESENTATIVES THAT COVER ROUND ROCK ISD, THERE'S LIKE FIVE OF THEM. I CAN SAY, WELL, I'M HERE TO REPRESENT 15,000 MEMBERS OF THIS COMMUNITY, AND THESE ARE OUR LEGISLATIVE PRIORITIES. AND HOPEFULLY THEY LISTEN. WHEN YOU HAVE A BIG NUMBER BACKING YOU, THEY TEND TO LISTEN MORE. SO THE MORE MEMBERS WE HAVE OF TEXAS PTA, OUR LOCAL PTAS, THE BIGGER VOICE WE HAVE WHEN IT COMES TO ADVOCATING FOR CHANGE IN OUR PUBLIC SCHOOLS. SO THAT'S WHY, IN A NUTSHELL, MEMBERSHIP IS IMPORTANT. IT ALSO HELPS YOU KNOW YOUR MEMBERSHIP FEES ALSO HELP SUPPORT ANY FINANCIAL THINGS, THINGS THAT WE HAVE TO PAY FOR. YOU KNOW WHAT I MEAN? OKAY. SO WHILE WE'RE ON THE TOPIC OF MEMBERSHIP, I WOULD LIKE TO SHOUT OUT SEVERAL I IF I LISTED ALL OF THE MEMBERSHIP AWARDS OUR LOCALS HAVE WON ALREADY THIS FALL, WE WOULD BE HERE MUCH TOO LONG. SEVERAL OF OUR LOCAL CAMPUSES HAVE ALREADY ACHIEVED GOLDEN APPLE, WHICH MEANS 100% OF THEIR STAFF IS MEMBERS OF THE PTA. WE'VE GOTTEN A SNAPPY INCREASE. THE MARS INVOLVEMENT AWARD, WHICH REFLECTS MALE MEMBERS OF THE COMMUNITY HAVE BECOME INVOLVED AND STUDENT MEMBERSHIP AND STUDENT INVOLVEMENT. AND WE HAVE A COUPLE OF SCHOOLS FOR EXCELLENCE THAT HAVE ALSO BEEN AWARDED AND OKAY THESE ARE OUR 2024 RECOGNITIONS. EVERY YEAR COUNCIL PRESIDENTS GATHER IN DOWNTOWN AUSTIN. THANK YOU. THOSE ARE ALL GOING TO BE ALLOTTED IN A TIMELINE, IN A BUDGET FORMAT THAT WILL BE VERY TRANSPARENT AND BE FORMALLY SHARED WITH EVERYONE THROUGH THE DEPARTMENT OF COMMUNICATIONS. AND THEN ALSO OVERARCHING, JUST MAKE SURE THAT THERE'S EQUITABLE DISTRIBUTION AMONGST THE DISTRICT FUNDS FOR EACH VERTICAL LEARNING COMMUNITY. THIS WE COLLABORATE WITH DISTRICT MENTAL HEALTH PROVIDERS TO SUPPORT STUDENT MENTAL HEALTH AND ACADEMIC SUCCESS, BECAUSE THEY BOTH GO HAND IN HAND. THIS ALSO INCLUDES THEIR FAMILIES OUTREACHES TO THE FAMILY. ANY SERVICES WE CAN PROVIDE THROUGH OUR SOCIAL WORKERS AND THROUGH OUR COUNSELORS. THEY ARE NOW ABLE TO LOOK AT DATA OF STUDENTS WHO ARE PARTICIPATING IN ATHLETIC OR FINE ARTS PROGRAMS AND KNOW THE DEMOGRAPHICS, ECONOMIC STATUS, AND SENSE OF BELONGING DATA FOR THOSE STUDENTS IN THOSE PROGRAMS AND ON THOSE TEAMS, ADMINISTRATORS, TEACHERS, COUNSELORS, AND COACHES ARE LEARNING HOW TO USE THIS DATA TO INTENTIONALLY CONNECT WITH STUDENTS IN A MEANINGFUL WAY AND MAKE SURE THAT THEY FEEL THAT THEY THAT THEY BELONG, FEEL SAFE AND HAVE A PURPOSE IN OUR SCHOOLS. OUR COUNSELING AND BEHAVIORAL HEALTH DEPARTMENTS PURSUE THIS DATA EVEN MORE INTENTLY WHEN STUDENTS IDENTIFY THAT THEY ARE IN NEED OF SUPPORT THROUGH OUR PANORAMA SURVEY. OUR COUNSELORS AND SOCIAL WORKERS MEET WITH THOSE STUDENTS TO GAIN A BETTER UNDERSTANDING OF THEIR OVERALL MENTAL WELLNESS, AND WHY THEY MAY HAVE ANSWERED QUESTIONS THE WAY THAT THEY DID. IF STUDENTS INDICATE THAT THEY NEED AND WOULD BENEFIT FROM MORE MENTAL HEALTH SUPPORT, OUR COUNSELORS AND SOCIAL WORKERS WORK MORE LONG TERM WITH STUDENTS IN SUPPORTING THEIR OVERALL ACADEMIC, SOCIAL, AND EMOTIONAL AND MENTAL HEALTH NEEDS. SOMETIMES, THEY WORK COLLABORATIVELY WITH OTHER COMMUNITY AGENCIES TO PROVIDE MORE IN-DEPTH SERVICES AND SUPPORT. WE KNOW THAT IF STUDENTS FEEL THAT THEY BELONG AND THAT THEY ARE CARED FOR, AND THAT THEIR ACADEMIC AND MENTAL HEALTH NEEDS ARE BEING SUPPORTED, THEN THE RESULT OF THAT WORK IS A SAFER SCHOOL ENVIRONMENT FOR OUR STUDENTS AND STAFF, BOTH PHYSICALLY AND EMOTIONALLY. GOING DEEPER INTO KNOWING OUR STUDENTS AND WORKING TO SUPPORT THEIR NEEDS. OUR SCHOOL CAMPUSES HAVE WHAT IS CALLED A BTA TEAM. THE CAMPUS BEHAVIOR THREAT ASSESSMENT TEAM CONSISTS OF SCHOOL ADMINISTRATORS, COUNSELORS, SOCIAL WORKERS, SPECIAL EDUCATION, AND GENERAL EDUCATION EDUCATORS, AND THEY WORK TOGETHER TO DETERMINE THE SEVERITY OF A BEHAVIOR THAT IS PERCEIVED TO BE A POTENTIAL THREAT. THIS TEAM WILL IDENTIFY AND SOMETIMES DESIGN INDIVIDUALIZED INTERVENTIONS AND CASE MANAGEMENT FOR THAT STUDENT, AND POTENTIALLY EVEN THEIR FAMILY. THE CAMPUS BTA TEAM MONITORS THE STUDENTS PROGRESS AND CAN DETERMINE IF THE FILE SHOULD BE CLOSED, OR IF ONGOING SUPPORT IS NEEDED. BTA FILES ARE ALSO REVIEWED BY A DISTRICT LEVEL TEAM, AND THAT TEAM CAN EITHER APPROVE THE RECOMMENDATIONS OF THE CAMPUS TEAM, OR THEY CAN ALSO OFFER THE CAMPUS TEAM NOTES FOR CONSIDERATION OR IMPROVEMENTS OF THE PLAN. THIS THREAT ASSESSMENT MODEL IS A MODEL AFTER THE NATIONAL THREAT ASSESSMENT CENTERS. THEIR MODEL FOR K-12 SCHOOLS AND IS ALSO A REQUIREMENT FROM TEA. OUR COUNSELORS PROVIDE PROACTIVE SUPPORT IN HOPES THAT A BEHAVIORAL THREAT ASSESSMENT MAY NEVER BE NEEDED. AT THE START OF EACH SCHOOL YEAR, OUR SCHOOL COUNSELORS AT ALL LEVELS CONDUCT NEEDS ASSESSMENT TO DETERMINE HOW TO BEST SUPPORT STUDENTS AND THE CAMPUS NEEDS. OTHERS HAVE COUNSELOR REQUEST BUTTONS ON THEIR DESKTOPS OR THE CAMPUS WEBSITE AND OTHERS HAVE OFFICE HOURS. IT VARIES BY CAMPUSES AND THE NEEDS OF THE STUDENTS. EACH OF OUR HIGH SCHOOLS HAS AN ON CALL CRISIS COUNSELOR SUPPORTING STUDENTS EACH DAY, REGARDLESS OF THE STUDENT'S ASSIGNED COUNSELOR. THIS HELPS WHEN A COUNSELOR, WHEN COUNSELORS ARE IN MEETINGS, OR ONE ON ONE SUPPORT WITH PARENTS OR STUDENTS. ALL OF OUR CAMPUS COUNSELORS HAVE BEEN TRAINED IN ANALYZING PANORAMA DATA AROUND A STUDENT'S SENSE OF BELONGING AND STUDENT SAFETY, AND HAVE BEEN PROVIDED WITH LESSONS TO [00:55:04] PRESENT TO CLASSROOMS OR IN SMALL GROUPS TO ADDRESS CONCERNS. COUNSELORS CONTINUE TO CONDUCT GROUPS AND INDIVIDUAL COUNSELING SESSIONS WITH STUDENTS AS NEEDED THROUGHOUT THE SCHOOL YEAR. SCHOOL COUNSELORS ARE PART OF THE BEHAVIOR THREAT ASSESSMENT TEAM AND HELP THE TEAM TO DETERMINE APPROPRIATE INTERVENTIONS FOR STUDENTS, WHILE SCHOOL COUNSELORS ARE NOT INVOLVED IN THE INVESTIGATING OF A THREAT TO OTHERS. THEY DO SUPPORT STUDENTS WHO MAY HAVE MADE THREATS TO THEMSELVES, AND WILL WORK WITH THE STUDENTS AND FAMILIES TO FIND SUPPORT AND ASSISTANCE OUTSIDE OF THE SCHOOL SETTING, OR WHO WOULD BENEFIT FROM A REFERRAL TO ONE OF OUR DISTRICT SOCIAL WORKERS, OR FROM OUR ONLINE TEACHER COUNSELING SERVICES THROUGH THE TEXAS CHILD HEALTH ACCESS THROUGH TELEMEDICINE PROGRAM. SCHOOL COUNSELORS ARE ALSO OFTEN A GOOD SOURCE FOR HISTORICAL DATA. AS PART OF THAT PROCESS, EVERY CAMPUS TEAM OF COUNSELORS IS REQUIRED TO HAVE A COMPREHENSIVE SCHOOL COUNSELING PLAN BY THE STATE OF TEXAS AND ROUND ROCK. WE USE THE AMERICAN SCHOOL COUNSELOR ASSOCIATION'S NATIONAL MODEL. YOU MAY HAVE HEARD IT CALLED THE ASCA MODEL. THE USE OF THIS MODEL ALLOWS SCHOOL COUNSELORS THE ABILITY TO EVALUATE THE BEST WAY TO ADDRESS THE ACADEMIC, SOCIAL AND EMOTIONAL NEEDS OF STUDENTS ON THE CAMPUS AND THEREFORE PUT INTO PLACE SYSTEMS OF SUPPORT FOR THE STUDENT AND THE CAMPUS. STUDENTS AND STAFF AND OR THEIR FAMILY MEMBERS ARE ALWAYS WELCOME TO REACH OUT TO OUR SCHOOL COUNSELORS ABOUT ANY CONCERN THAT THEY FEEL NEEDS TO BE ADDRESSED WITH, OR ON BEHALF OF ONE OF OUR STUDENTS. EACH SCHOOL COUNSELING TEAM HAS ACCESS TO LESSONS THAT ADDRESS BULLYING CONCERNS. SCHOOL COUNSELORS AND SOCIAL WORKERS WORK VERY CLOSELY TOGETHER TO ENSURE THAT THE HOLISTIC NEEDS OF OUR STUDENTS ARE MET. SOCIAL WORKERS ARE ALSO OFTEN ABLE TO WORK WITH THE STUDENTS TO PREVENT NEED TO PREVENT THE NEED FOR A BEHAVIORAL THREAT ASSESSMENT. SOCIAL WORKERS ARE MASTER'S LEVEL LICENSED MENTAL HEALTH PROFESSIONALS, AND PLAY A VITAL ROLE IN THE SOCIAL AND EMOTIONAL MENTAL HEALTH WELLNESS OF OUR STUDENTS. AFTER STUDENTS ARE REFERRED, SOCIAL WORKERS PROACTIVELY ADDRESS THE MORE COMPLEX MENTAL HEALTH AND PSYCHOSOCIAL CONCERNS FACED BY OUR STUDENTS AND ARE ABLE TO PROVIDE INTENSIVE COUNSELING TO THOSE WITH THE HIGHEST NEEDS. SOCIAL WORKERS USE A SYSTEM'S APPROACH AS THEY WORK TO ENGAGE CAMPUS STAFF, FAMILY OR GUARDIANS, AND COMMUNITY RESOURCES TO ENSURE THAT SUPPORT IS PROVIDED IN A COMPREHENSIVE MANNER. THEY COLLABORATE WITH LOCAL PROVIDERS AND MORE FOR WHEN MORE INTENSIVE CARE IS NEEDED. AND THEY CAN ALSO REFER TO THE T CHAT SYSTEM FOR PSYCHIATRIC CARE. WE DO WORK WITH RESEARCH BEST PRACTICES FROM THE TEXAS STATE CENTER ON SCHOOL SAFETY RIGHT HERE IN SAN MARCOS, AND WE FOLLOW GUIDANCE THAT IS ESTABLISHED BY THEM AND THE TEXAS [01:00:10] EDUCATION AGENCY, WHICH IS IN ALIGNMENT WITH BEHAVIORAL THREAT ASSESSMENTS ESTABLISHED BY TIA AND BEST PRACTICES. SO WE EMPHASIZE EARLY DETECTION OF POTENTIAL THREATS AND INTERVENTION STRATEGIES, WHICH ARE ESTABLISHED THROUGH THE BTAS AND THROUGH THE SSSP STANDARDS. LAW ENFORCEMENT, WE DO NOT SIT AT THE CAMPUS LEVEL BTAS. I ONLY SIT AT THE SSSP LEVEL, WHICH IS THE SAFE SCHOOLS SAFE AND SUPPORTIVE SCHOOLS PROGRAM AT THE DISTRICT LEVEL, WHICH IS A MULTIDISCIPLINARY TEAM. SO ONCE THOSE REACH THERE, THAT MEANS THAT THEY'RE ASKING FOR FUTURE GUIDANCE AND WE MAKE RECOMMENDATIONS TO THE CAMPUSES FROM THERE. NOW, TEA, BTAS AND BEHAVIORAL THREAT ASSESSMENTS OFFERS A STANDARDIZED APPROACH IDENTIFYING AND ADDRESSING STUDENTS AT RISK OF VIOLENT BEHAVIOR. NOW, WHERE DOES LAW ENFORCEMENT COME INTO PLAY? THIS IS WHEN WE COME INTO PLAY. WHEN THE BEHAVIORAL THREAT ASSESSMENT TEAM BELIEVES THAT THERE IS ACCESS TO WEAPONS IN THE HOME, OR THAT THEY HAVE FOUND THAT THE STUDENT IS RESEARCHING CERTAIN THINGS ON THE INTERNET THROUGH DISTRICT DEVICES. AND THEN WE START TO LOOK. NOW WE DO PAY CAMPUS. WE DO PAY HOME VISITS ON AN AS NEEDED BASIS. ONLY WHEN WE CAN DETERMINE THAT THERE IS A POTENTIAL TO A THREAT AND WE DO HAVE ACCESS TO LAW ENFORCEMENT, QUERY DATABASES FOR PRIOR CALLS FOR SERVICES WITHIN OUR COMMUNITY AND TO MAKE SURE OUR STUDENTS ARE COMING TO SCHOOL, PROVIDING A SAFE ENVIRONMENT AND NOT BRINGING THOSE THREATS TO CAMPUSES. AND THAT'S WHERE WE WORK TOGETHER TO ASSURE THAT THEY'RE RECEIVING THE MENTAL HEALTH SUPPORT THAT THEY NEED TO GET THEM REDIRECTED IN A POSITIVE MENTAL HEALTH DIRECTION. AND I'M ASSUMING THAT WE'RE ALSO RELYING ON OUR TEACHERS WHO ARE WITH THOSE STUDENTS ON A DAILY BASIS, THAT IF THEY NOTICE A BEHAVIOR CHANGE OR SOMETHING SIGNIFICANT FROM WHAT'S BEEN THE NORM ALONG THE SCHOOL YEAR, THAT THEY'RE ALSO ABLE TO MAKE THOSE REFERRALS OR REACH OUT AND OFFER NOT SUPPORT NECESSARILY. IT'S NOT THEIR JOB, BUT GET THEM CONNECTED WITH THE RIGHT INDIVIDUALS. IF TEACHERS WERE TO SEE SOMETHING. YES, ABSOLUTELY. SO OUR COUNSELORS ARE CONSTANTLY IN COMMUNICATION WITH OUR TEACHERS. WHAT TYPE OF TRAINING DO OUR SOCIAL WORKERS HAVE AROUND OUR STUDENTS WHO RECEIVE SPECIAL EDUCATION SERVICES MAY HAVE COGNITIVE DISABILITIES AND THOSE THINGS. I'LL START WITH THIS. SO OUR LAW ENFORCEMENT OFFICERS ARE REQUIRED TO ATTEND THE SCHOOL BASED LAW ENFORCEMENT TRAINING. I JUST COMPLETED MINE 20 HOURS WORTH OF TRAINING. AND IT GIVES YOU SOME OF THE IDENTIFICATIONS. NOW WE GO A LITTLE BIT FURTHER INTO THAT A PERCENTAGE OF OUR OFFICERS WERE ABOUT 70%. WE ARE WORKING TO GET TO 100% BECAUSE IT IS NOT MANDATED, BUT UNDER MY COMMAND I WOULD WANT 100%, WHICH IS THE MENTAL HEALTH PEACE OFFICER CERTIFICATION THAT IS OFFERED THROUGH THE TEXAS COMMISSION ON LAW ENFORCEMENT AND EDUCATION. THIS IS 40 HOURS. THAT GOES DEEPER INTO DEPTH ABOUT SPECIAL NEEDS. YOU KNOW, BEHAVIORAL, BEHAVIORAL HEALTH, MENTAL HEALTH, YOU KNOW, GOES INTO THAT FURTHER. SO IT GIVES THEM MORE TOOLS AS THEY ENCOUNTER INDIVIDUALS, NOT ONLY SPECIAL NEEDS BUT MENTAL HEALTH NEEDS AS WELL. SO THAT WAY WE HAVE THE TOOLS AT OUR, YOU KNOW, AND OUR TRAINING TO BEST DEAL WITH THESE TYPES OF INCIDENTS. CHIEF, CAN YOU ADD ALSO TO WHAT WE TALKED ABOUT, ABOUT DE-ESCALATION TRAINING THAT YOU'RE PLANNING ON DOING? CORRECT. SO IT'S NOT A SEPARATE HIRED INDIVIDUAL. IT'S JUST A COUNSELOR THAT WORKS ON THAT CAMPUS, WHO'S JOB FOR THAT DAY IS TO ADDRESS ANY STUDENT THAT COMES THROUGH THE DOOR. THAT'S SO GOOD TO KNOW.
