SO DR. AZAIEZ AND BOARD MEMBERS, IF YOU'LL JUST PLEASE COME TO THE FRONT OF THE DAIS.

AND WHILE YOU'RE DOING THAT, I WANT TO LET YOU KNOW, WE WERE PLANNING TO HONOR SOME OF OUR AWESOME SPECIAL OLYMPICS ATHLETES TONIGHT, BUT UNFORTUNATELY, THEY WEREN'T ABLE TO MAKE IT WITH THE LATER TIME FOR STUDENT RECOGNITIONS.

BUT WE WILL BE HONORING THEM IN AUGUST.

SO WE DO HAVE SOME STAFF RECOGNITIONS TONIGHT.

[APPLAUSE] AND IF OUR AREA SUPERINTENDENTS, DR.

MERCER AND DR. GUERRERO CAN JOIN US ALSO FOR PHOTOS.

[APPLAUSE] AND BOARD MEMBERS, YOU CAN TAKE YOUR SEATS.

AGAIN, WE HAVE SEVERAL STUDENTS THAT WE'LL BE BRINGING BACK IN AUGUST, BUT THEY'VE STARTED THEIR SUMMER VACATIONS.

BUT FOR OUR VIDEO HIGHLIGHT TONIGHT, WE'RE DOING SOMETHING A LITTLE DIFFERENT.

I KNOW OUR BOARD MEMBERS WERE AT MOST SOME OF YOU, ALL OF OUR GRADUATIONS, BUT WE DID WANT TO SHARE, AGAIN, JUST A COMPILATION HIGHLIGHT.

IT'S JUST IT REALLY CAPS OFF THE YEAR FOR US AND PUTS US IN THE RIGHT MINDSET BECAUSE THIS IS THE GOAL WE'RE ALL WORKING TOWARDS.

AMAZING. AWESOME. IT'S GOING TO BE SAD MISSING ALL MY FRIENDS AND STUFF, BUT IT WAS GOOD.

SENIOR YEAR WAS FUN.

YEAH. I DID IT.

I GOT MY DIPLOMA.

IT WAS REALLY NICE. GETTING TO THROW THE HATS.

I WOULDN'T HAVE DONE IT WITHOUT THE REST OF MY VILLAGE ALONGSIDE OF ME.

I'M SO THANKFUL FOR THIS OPPORTUNITY.

IT FEELS GOOD TO BE ONTO ANOTHER CHAPTER IN LIFE.

I MEAN, WHATEVER WE DECIDE TO DO AND WHATEVER WE DECIDE NOT TO DO IS UP TO US.

[00:05:01]

FEELS GOOD TO BE DONE.

BUT I'M ALSO A LITTLE BIT SAD BECAUSE IT'S ALL THESE MEMORIES.

IT'S OVER NOW, BUT IT'S THE NEXT CHAPTER OF OUR LIVES.

AND I THINK I'M READY TO MOVE ON.

SHOUT OUT TO MS. KIM.

SHOUT OUT TO MS. KIM, MY PARENTS, TO ALL MY ADMINISTRATORS.

I LOVE Y'ALL. NEXT.

THE SKY. THE SKY IS THE LIMIT.

I'M GOING PAST THE SKY, THE MILKY WAY.

END OF AN ERA ONTO NEXT.

AND WE ARE READY THANK YOU TO ROUND ROCK HIGH SCHOOL.

COLLEGE. YEAH.

HOMEWORK. HOMEWORK? YOU STILL HAVE HOMEWORK? [LAUGHTER] I HAVE OVERDUE ASSIGNMENTS.

OH NO. I THINK IT'S TOO LATE.

A LITTLE BIT.

ABSOLUTELY WONDERFUL.

I KNOW ALL OF THE TRUSTEES MADE IT TO AT LEAST SOME OF THE CEREMONIES AND THREE OF US MADE IT TO ALL SEVEN OF THEM.

AND IT IS SUCH AN AMAZING EXPERIENCE, I THINK, AS A TRUSTEE, TO GET TO SEE THAT CULMINATION.

AND I CAN'T WAIT TO SEE WHAT OUR GRADUATES DO IN THE FUTURE.

WE HAVE SOME AMAZING, AMAZING KIDS.

ALL RIGHT. SO THAT TAKES US TO PUBLIC COMMENTS.

[E. PUBLIC COMMENTS]

AT EACH BOARD MEETING THE BOARD WILL SET ASIDE TIME TO AFFORD THE GENERAL PUBLIC AN OPPORTUNITY TO SPEAK ON ITEMS ON AND OFF THE AGENDA FOR THIS MEETING.

WE ASKED THAT CONCERNS OR COMPLAINTS REGARDING SPECIFIC INDIVIDUALS NOT BE RAISED IN THIS PUBLIC FORUM.

SPECIFIC CONCERNS ABOUT EMPLOYEES OR FORMER EMPLOYEES SHOULD BE CONSIDERED SEPARATELY ACCORDING TO APPLICABLE.

POINT OF ORDER. WE LOST QUORUM.

I HAVE TO TAKE A RECESS.

TRUSTEE WEIR WILL BE COMING AND JOINING US IN PERSON IN ABOUT 25 MINUTES.

I CAN HAVE ONE VIRTUAL, BUT I HAVE TO HAVE FOUR PEOPLE ON THE DAIS ACCORDING TO THE LAW.

TRUSTEE WEIR WAS ANTICIPATING SOMETHING LIKE THIS? SHE IS AT HOME.

WE HAVE SET UP A SEPARATE STATION FOR HER.

WE HAVE INDUSTRIALIZED AIR PURIFIERS AND SHE'LL BE WEARING AN N95 MASK.

BECAUSE THIS HAPPENED TONIGHT, I CAN LET YOU KNOW WHAT WE'RE GOING TO DO IS WE'RE GOING TO TAKE PUBLIC COMMENTS.

WE'RE GOING TO PASS THE BUDGET AND WE'RE GOING TO END THE MEETING.

IT IS 7:36.

WE ARE BACK IN SESSION.

ALL RIGHT. IT'S KIND OF AN UNPRECEDENTED SITUATION.

SO LET ME TELL YOU HOW WE'RE GOING TO RUN THE REST OF THE MEETING.

QUESTION CAME TO ME AND I HAVE PERMISSION FROM TRUSTEE WEIR TO SHARE THIS.

TRUSTEE WEIR'S FIRST SYMPTOMS WERE ON SUNDAY.

THAT MAKES TODAY DAY FIVE.

SO SHE IS PERMISSIBLE ACCORDING TO DISTRICT STANDARDS AND POLICY TO BE BACK ON CAMPUS.

WE ARE MOVING EVERYBODY UP DOWN HERE.

WE HAVE AN INDUSTRIAL AIR PURIFIER IN HERE.

SHE'S WEARING AN N95 MASK.

I THINK I'D FIRST LIKE TO SAY MY APOLOGIES TO EVERYBODY WHO'S IN HERE WHO CAME TO SPEAK.

THIS IS YOUR ONE MONTH, ONE CHANCE A MONTH TO SPEAK TO AGENDA ITEMS THAT ARE NOT OR SPEAK TO ITEMS THAT ARE NOT ON THE AGENDA.

BUT BECAUSE WE ARE ENDING OUR MEETING EARLY TONIGHT, YOU'RE LOSING THAT OPPORTUNITY.

AND I SINCERELY REGRET THAT.

I WILL BE ASKING MY FELLOW TRUSTEES WHEN WE HAVE TO REPOST ALL OF THESE AGENDA ITEMS. I DON'T KNOW WHEN THAT'S GOING TO HAPPEN RIGHT NOW, BUT IT'LL BE A CALL MEETING, I'M SURE.

I'D LIKE TO ALLOW OFF TOPIC SPEAKERS AT THAT CALLED MEETING WHEN WE ADDRESS THOSE.

SO I WILL BE ABLE TO HOPEFULLY GET YOU GUYS YOUR OPPORTUNITY TO SPEAK BEFORE AUGUST, WHICH IS OUR NEXT REGULARLY SCHEDULED BOARD MEETING.

SO MY APOLOGIES.

I ALSO APOLOGIZE TO THE MEMBERS OF THE SHAC WHO CAME TO DO THEIR PRESENTATION TONIGHT.

THEY HAVE DONE A LOT OF WORK, A LOT OF WORK PREPARING FOR OUR PRESENTATION TONIGHT.

AND I AM VERY SORRY THAT YOU'RE NOT GOING TO BE ABLE TO MAKE YOUR PRESENTATION.

I HAVE CONFERRED WITH LEGAL IF ANYBODY IS ASKING WHY WE'RE ABLE TO PULL THINGS, THERE IS BOARD POLICY THAT ALLOWS FOR ITEMS TO BE TAKEN OFF OF THE AGENDA. DO YOU HAVE THAT POLICY PULLED UP, VALERIE?

[00:10:02]

YES, I DO. OKAY.

WHAT POLICY IS THAT? JUST IN CASE ANYBODY IS REFERENCING? BED LOCAL UNDER MEETING MANAGEMENT.

BED LOCAL UNDER MEETING MANAGEMENT.

SO WE ARE FOLLOWING BOARD POLICY BY PULLING THINGS OFF OF THE AGENDA.

SINCERE THANK YOU TO TRUSTEE WEIR FOR COMING IN.

[APPLAUSE] AND NOBODY'S A HERO TONIGHT, Y'ALL.

I MEAN, I APPRECIATE THE SUPPORT, BUT NOBODY'S A HERO.

WE HAVE BUSINESS THAT WE HAVE TO TAKE CARE OF AND WE'RE HERE TO TAKE CARE OF IT.

AS A TRUSTEE, WE TAKE ON OPPORTUNITIES TO REPRESENT OUR COMMUNITY.

AND ONE OF THE THINGS THAT IS SPELLED OUT IN OUR REQUIREMENTS IS TO PASS A BUDGET.

TONIGHT IS VERY, VERY IMPORTANT THAT WE PASS A BUDGET.

IF WE DON'T PASS A BUDGET TONIGHT, WE CAN'T PAY OUR EMPLOYEES COME JULY 1ST.

AND THAT'S NOT FAIR TO THE ALMOST 7000 EMPLOYEES THAT WORK FOR THIS SCHOOL DISTRICT, FOR SOME KIND OF PR OR WHATEVER IT'S ABOUT IT.

I DON'T EVEN WANT TO INTERPRET WHAT THE ACTIONS MEANT, BUT OUR RESPONSIBILITY IS TO PASS A BUDGET.

I'VE TALKED TOO MUCH.

I WANT TO TELL YOU JUST WHAT WE'RE GOING TO BE DOING TONIGHT.

WE'RE GOING TO DO PUBLIC COMMENT.

I HAVE A LIST OF PEOPLE WHO HAVE SIGNED UP TO SPEAK ON THE AGENDAS THAT WE'RE COVERING TONIGHT ON THE AGENDA ITEMS THAT WE'RE COVERING TONIGHT.

I'M GOING TO GO OVER WHAT THAT LIST IS.

ALL OF THESE PEOPLE IN THAT PILE RIGHT THERE.

SORRY. WE'LL GET BACK TO YOU.

WE'LL GET BACK TO YOU.

THE ITEMS THAT WE'RE GOING TO COVER TONIGHT, WE'RE GOING TO DO ITEM I ONE, WHICH IS THE ADOPTION OF THE 2022 2023 ROUND ROCK ISD BUDGETS.

WE'RE GOING TO DO ALL OF THE CONSENT ITEMS BECAUSE IT'S AN UP OR DOWN VOTE.

I'M GOING TO MOVE ITEM I THREE BACK TO CONSENT BECAUSE WHEN THE TRUSTEES RECEIVED THIS DRAFT BUDGET, I MEAN DRAFT AGENDA, SORRY, I'M A LITTLE FLUSTERED.

I HAVEN'T DONE THIS BEFORE.

ITEM I THREE WAS ORIGINALLY IN CONSENT.

TRUSTEE WESTON AND TRUSTEE BONE ASKED FOR IT TO BE PULLED OFF OF CONSENT SO THAT THEY COULD DISCUSS IT.

THEY'RE NOT HERE. SO I'M GOING MOVE I THREE BACK INTO CONSENT.

WAIT TILL I FINISH. OKAY.

WE'RE GOING TO DO ALL OF J, WHICH IS JUST REALLY BUSINESS OF THE BOARD, BOARD ANNOUNCEMENTS, REQUESTS FOR FUTURE AGENDA ITEMS AND CALENDAR RSVPS.

AND THEN WE HAVE SOME DEADLINES THAT WE HAVE TO TAKE CARE OF FOR PEOPLE'S CONTRACTS.

SO WE'RE GOING TO DO K ONE AND K TWO.

THAT'S ALL WE'RE DOING TONIGHT.

BUDGET, CONSENT, BOARD BUSINESS, AND CLOSED SESSION, K1 AND K2.

ANY QUESTIONS FROM TRUSTEES? TRUSTEE VESSA.

YES, I HAVE A COUPLE OF QUESTIONS IN REGARDING THE APPROVAL OF THE MINUTES ON THE MINUTES FROM I ACTUALLY TALKED WITH STAFF ABOUT THIS BEFORE AND THEY SAID I COULD MAKE THAT REQUEST FOR AN ADJUSTMENT TO IT ON THE DAIS, I HAVE AN ADJUSTMENT I HAVE TO MAKE ON THE MINUTES FROM THE MAY 18TH.

WE DO HAVE A COPY OF REVISED MINUTES IN OUR FOLDER.

DID YOU GET TO THAT REVISION? NO, I JUST NEED TO BE PUT THAT I WAS THAT I RECUSED MYSELF FROM THE CONVERSATION ABOUT 3:13 ON AND THAT I MEAN, I LEFT I WASN'T HERE AND THAT'S INDICATED ON THE MAY 19TH, BUT IT'S NOT INDICATED ON THE MAY 18TH.

AND I WAS NOT IN THOSE.

WE NEED TO. I'M JUST FOR PURPOSES OF THE AGENDA.

WE NEED TO TALK ABOUT THIS.

IF IT'S GOING TO BE LEFT SEPARATELY, THEN IT CAN BE DISCUSSED.

RIGHT. IF NOT, IT GOES ON CONSENT.

THEN YOU KNOW WHAT WE'LL LEAVE I THREE NOT ON THE CONSENT AND WILL.

TOO MANY MICROPHONES ON. WE WILL NOT MOVE I THREE BACK TO CONSENT SINCE TRUSTEE VESSA ALSO HAS SOME INFORMATION ON IT.

SO WE WILL NOT BE COVERING I THREE.

ANY OTHER QUESTIONS FROM TRUSTEES? YES, I DID HAVE ONE REGARDING I TWO, THAT SEEMS TIMELY AND I UNDERSTAND WE DON'T WANT TO DISCUSS IT WITH EVERYONE, BUT CAN THAT BE AN ADMINISTRATIVE DECISION, THE OPEN ENROLLMENT? OR WOULD THAT DOES THAT REQUIRE A VOTE, VALERIE? I GUESS I MEAN, A VOTE CAN BE TAKEN BECAUSE IT'S ON THE AGENDA BECAUSE IT'S POSSIBLE ACTION AND DISCUSSION.

IT'S UP TO THE ADMINISTRATION AND THE BOARD WHETHER OR NOT YOU NEED TO TAKE ACTION AT THIS MEETING.

ADMINISTRATION OR DR.

AZAIEZ, DO YOU NEED A DECISION FROM US TONIGHT TO MOVE ON THAT? I THINK THAT I DO HAVE LIKE ONE OR TWO SPEAKERS THAT WOULD BE ADDED BACK THAT SIGNED UP TO SPEAK ON I TWO.

DO YOU NEED A MOTION FROM US TONIGHT ON THAT? I MEAN, YES, WE WOULD NEED SOME GUIDANCE BECAUSE WE NEED TO COMMUNICATE, OBVIOUSLY, WITH OUR PARENTS AND OUR COMMUNITY IF THAT'S THE ROUTE OUR BOARD WANT US TO GO.

RIGHT. AND IF NOT, THEN OBVIOUSLY IT JUST WE DON'T HAVE TO DO ANYTHING.

[INAUDIBLE] TRUSTEE WEIR, I'M WATCHING HER SHAKE HER HEAD, WOULD LIKE TO HAVE THAT TOO.

I MEAN, I DON'T EVEN NEED THE PRESENTATION.

I JUST WANT TO BE ABLE TO VOTE ON THAT.

[00:15:04]

RIGHT. I WAS GOING TO SAY, WE DON'T HAVE TO HAVE THE PRESENTATION IF WE CAN JUST GO AHEAD AND VOTE ON IT.

GIVE ME JUST A SECOND TO MAKE SURE I'VE GOT ALL MY I2S.

SORRY. BEAR WITH ME JUST ANOTHER SECOND.

OKAY. IT DID ADD JUST ONE SPEAKER BACK, SO.

OKAY. ALL RIGHT.

ARE WE READY? LET'S DO PUBLIC COMMENTS.

AT EACH BOARD MEETING THE BOARD WILL SET ASIDE TIME TO AFFORD THE GENERAL PUBLIC AN OPPORTUNITY TO SPEAK ON ITEMS ON THE AGENDA ONLY TONIGHT.

WE ASK THE CONCERN TO COMPLAINTS REGARDING SPECIFIC INDIVIDUALS NOT BE RAISED IN THIS PUBLIC FORUM.

SPECIFIC CONCERNS ABOUT EMPLOYEES OR FORMER EMPLOYEES SHOULD BE CONSIDERED SEPARATELY ACCORDING TO APPLICABLE BOARD POLICIES.

THE BOARD REQUESTS THAT COMMENTS, WHETHER POSITIVE OR NEGATIVE, BE COURTEOUS AND RESPECTFUL.

I WOULD LIKE TO REMIND THE AUDIENCE AND THE VIEWERS THAT THE COMMENTS OF THE SPEAKERS REFLECT THEIR OWN POSITIONS OR OPINIONS.

PLEASE NOTE THAT WHILE THE PUBLIC DOES HAVE THE RIGHT TO SPEAK, THAT RIGHT IS NOT UNLIMITED.

PER TEXAS PENAL CODE 38.13, 42.01, 42.02 AND 42.05.

AND TEXAS EDUCATION CODE 37.105.

NO AUDIENCE MEMBER OR SPEAKER WILL BE PERMITTED TO ENGAGE IN ANY CONDUCT THAT IS DISRUPTIVE OR THREATENING TOWARDS ANY SPEAKER OR OTHER PERSON, OR TO VIOLATE THE PRIVACY RIGHTS OF ANOTHER PERSON.

THE BOARD SHALL NOT TOLERATE DISRUPTION OF THE MEETING BY MEMBERS OF THE AUDIENCE.

IF, AFTER AT LEAST ONE MORE INDIVIDUAL WARNING FROM THE PRESIDING OFFICER, ANY INDIVIDUAL CONTINUES TO DISRUPT THE MEETING BY HIS OR HER WORDS OR ACTIONS, THE PRESIDING OFFICER WILL REQUEST ASSISTANCE FROM LAW ENFORCEMENT OFFICIALS TO HAVE THE INDIVIDUAL REMOVED FROM THE MEETING.

THE BOARD MAY NOT DISCUSS OR ACT UPON ANY MATTER THAT IS NOT LISTED UNDER THE ACTION PORTION OF THE AGENDA.

THEREFORE, BOARD MEMBERS MAY NOT DISCUSS THE COMMENTS OF SPEAKERS.

PLEASE UNDERSTAND THAT A LACK OF RESPONSE FROM THE BOARD MEMBERS DOES NOT INDICATE AGREEMENT OR APPROVAL OF THE COMMENTS.

EACH SPEAKER WILL BE GIVEN 2 MINUTES TO ADDRESS THE BOARD.

I WILL BE THE TIMEKEEPER AS WELL.

I KNOW. IT'S OKAY. I GOT IT.

HOLD ON 1 SECOND.

OKAY. WE'RE GOING TO START WITH THE STUDENT SPEAKER, LOLA GOMEZ, SPEAKING ON I ONE.

GOOD EVENING.

MY NAME IS LOLA GOMEZ, AND I AM AN 11TH GRADER AT EARLY COLLEGE HIGH SCHOOL.

AT THE PAST FEW BOARD MEETINGS, MY SISTER NATALIA GOMEZ, HAS BEEN SPEAKING ON BEHALF OF THE ECHS COMMUNITY REGARDING THE NEED FOR A PERMANENT BUILDING FOR OUR CAMPUS.

WE CURRENTLY HAVE TEN PORTABLES, AND ESPECIALLY IN THIS DAY AND AGE, WE ARE NOT SAFE.

SO TODAY I WILL BE ENSURING THAT HER POINT AND THE REST OF THE COMMUNITY'S POINTS ARE SHARED AND HEARD BY THE BOARD FOR YOU TO UNDERSTAND THE URGENCY OF OUR NEED.

TO BEGIN, I WOULD LIKE TO TALK ABOUT THE HOPE AND PROMISE OF EQUITY FOR ALL STUDENTS THAT ROUND ROCK ISD IS COMMITTED TO, BUT IS NOT EQUALLY APPLIED TO OUR ECHS COMMUNITY.

ONE OF OUR ROUND ROCK HIGH SCHOOLS JUST RECEIVED A MULTIMILLION DOLLAR POOL WHILE WE ATTEND CLASSES IN OUR PORTABLES AT THE RISK OF SKUNKS AND RATTLESNAKES THAT ARE FREQUENTLY AROUND AND UNDER OUR PORTABLES.

THE FUNDS FOR THAT $16 MILLION DOLLAR POOL WERE IN THE SAME BOND PACKAGE AS FOR THE NEW BUILDING FOR ECHS.

[00:20:04]

THE FACT THAT THERE HAS BEEN NO BUILDING FOR US FOR ALMOST SEVEN YEARS IS NOT REASONABLE AT ALL.

ALL WE ASK IS THAT YOU FOLLOW THROUGH WITH THE PROMISE TO ENSURE THAT ALL ROUND ROCK ISD FACULTY, STAFF AND STUDENTS ARE PROVIDED WITH A SAFE SCHOOL ENVIRONMENT.

WE ARE NO DIFFERENT FROM THE OTHER HIGH SCHOOLS AND DESERVE THE SAME CHANCE NO MATTER HOW MANY STUDENTS OUR SCHOOL HAS.

WE ARE STILL ROUND ROCK ISD STUDENTS WHO ARE WORKING JUST AS HARD AS ANY OTHER HIGH SCHOOL.

WHAT WE SHOULD BE FOCUSING ON OUR STUDIES.

WE'RE SO WORRIED ABOUT OUR CHROMEBOOKS BEING HIT BY RAIN ON THE WAY TO MATH OR LIGHTNING STRIKE IN NEAR OUR TEN PORTABLES.

AS I REFLECT ON MY YEARS IN MIDDLE SCHOOL AND NOW THAT I'M IN HIGH SCHOOL, I NEVER IMAGINED THAT I WOULD BE STANDING BEFORE THE BOARD BEGGING FOR THE FUNDS FOR A BUILDING THAT IS SEVEN YEARS OVERDUE.

PLEASE DO THE RIGHT THING AND PRIORITIZE THE NEW SCHOOL BUILDING FOR ECHS AS SOON AS POSSIBLE.

THANK YOU FOR YOUR TIME AND HAVE A GREAT REST OF YOUR DAY.

THANK YOU VERY MUCH.

NEXT IS GOING TO BE ROBERT LESSER SPEAKING ON AGENDA ITEM I ONE.

AND YOU DO LIVE IN THE DISTRICT.

DID HE GO HOME. OKAY.

NEXT IS NATALIE NORBERT.

SPEAKING ON AGENDA ITEMS H TWO AND H THREE.

AND YOU DO LIVE IN THE DISTRICT.

NOPE. NEXT IS KATHLEEN BUCHANAN SPEAKING ON AGENDA ITEMS H ONE AND J TWO.

GOOD EVENING. EXCUSE ME.

I'D LIKE TO BEGIN BY ADDRESSING.

SORRY. AGENDA ITEM E1.

SORRY. WE CAN ONLY TALK.

HOLD ON. I'M GONNA STOP YOUR TIME.

JUST FOR CLARIFICATION.

WE'RE ONLY SPEAKING ON THE ITEM H, AND I THAT YOU SIGNED UP FOR.

YES, BUT I DID SIGN UP FOR AGENDA ITEM E1, WHICH IS PUBLIC COMMENT.

SO THAT'S A PROCEDURAL ITEM AND YOU CAN'T SIGN UP FOR A PROCEDURAL.

VALERIE, AM I CORRECT IN THE HOW PUBLIC COMMENT WORKS, YOU DON'T SIGN UP FOR A PROCEDURAL.

SHE WANTS TO TALK ABOUT PUBLIC COMMENT.

I MEAN, THAT'S IT'S USUALLY AN AGENDA ITEM TOPIC.

AND SO IT'S ON THE AGENDA.

BUT THAT WOULD BE VERY ODD.

OKAY. GO AHEAD.

ACTUALLY, I SHOW YOU SIGNED UP FOR D 1 H, I AND J 2.

BUT I AM SIGNED UP TO SPEAK AS A PART OF THIS AGENDA ITEM, WHICH IS E ONE.

THIS IS KIND OF META AT THIS POINT.

SO LET ME JUST WRAP IT IN THEN TO J 2 WHICH I BELIEVE YOU HAD ON THERE FOR A REQUEST FOR A FUTURE AGENDA ITEM. I THINK AS THAT I WOULD LIKE TO MAKE AS A REQUEST FOR A FUTURE AGENDA ITEM AND OBJECTION TO THE BOARD POLICY, IF ANY, THAT ALLOWS A SPONTANEOUS REDACTION NOT PULLING AN ITEM FROM THE AGENDA, BUT BASICALLY SURGICALLY REMOVING THE ABILITY BASED ON THE CONTENT OF SPEECH TO PREVENT PUBLIC COMMENT AT AN OPEN MEETING THAT PEOPLE RELIED ON WAS POSTED.

THEY SIGNED UP AHEAD OF TIME AND IT WAS BASED ON AN ANNOUNCEMENT BY TRUSTEE FELLER AFTER THE RECESS.

THERE WAS NO MOTION, THERE WAS NO VOTE TO PULL THE ITEM IN CONFERENCE WITH COUNCIL, REPORTEDLY BASED ON A LOCAL POLICY SAYING THAT YOU COULD REMOVE AN ITEM FROM THE COUNCIL AGENDA.

APPARENTLY AT THE MEETING ITSELF, I THINK THE FUTURE AGENDA ITEM SHOULD ADDRESS CONTENT BASED INFRINGEMENTS ON SPEECH BY A GOVERNMENT ENTITY AND VIOLATIONS OF THE TEXAS OPEN MEETINGS ACT.

THANKS. MOVING ALONG EARLY COLLEGE HIGH SCHOOL NEEDS A BUILDING DESPERATELY.

IT WAS IN THE 2018 BOND PACKAGE.

I LOOKED BACK AFTER TRUSTEE HARRISON'S COMMENTS AT THE LAST MEETING AND NOTED THAT IT DOES, IN FACT, IN ALL OF THE BACK UP MATERIAL AND THE SLIDES INDICATE 2020 CONSTRUCTION AND MASTER PLAN AND PHASE ONE CONSTRUCTION AS WELL AS THE LAND HAS BEEN ACQUIRED.

A CONSTRUCTION AND ARCHITECTURAL.

I WOULD LIKE TO THANK YOU. YOUR TIME HAS EXPIRED.

I APPRECIATE IT.

THANK YOU VERY MUCH.

[APPLAUSE] NEXT IS LINDSEY LEDYARD SPEAKING ON AGENDA ITEM I ONE, I TWO AND J THREE.

AND YOU DO LIVE IN THE DISTRICT? YES. HELLO AGAIN.

I JUST WANT TO REITERATE MY SUPPORT FOR THE BUDGET ON OPEN ENROLLMENT.

[00:25:02]

I AM IN FAVOR OF THAT.

I THINK THAT IT IS A GOOD IDEA TO ALLOW COMMUNITY MEMBERS, ESPECIALLY ONES THAT MAY HAVE BEEN PRICED OUT OF THIS AREA WHEN IT COMES TO HOUSING, TO BE ABLE TO STILL ALLOW THEIR KIDS TO BE EDUCATED IN ROUND ROCK ISD, I THINK IT'S IMPORTANT TO CLARIFY FOR THE COMMUNITY THAT TAX DOLLARS OR FUNDING FOR STUDENTS FOLLOWS THE STUDENT WHEREVER THEY GO TO SCHOOL.

SO HAVING THEM BE ABLE TO COME TO ROUND ROCK ISD ACTUALLY BENEFITS US.

IT ALLOWS MORE DOLLARS TO STAY IN OUR DISTRICT AND REDUCES THE AMOUNT OF RECAPTURE WE ARE ALREADY PAYING TEACHERS.

WE ALREADY HAVE SCHOOLS THAT ARE GOING TO BE OPEN AND BEING UTILIZED.

SO WHY NOT ALLOW MORE STUDENTS TO BE ABLE TO COME INTO OUR DISTRICT AND BE ABLE TO ENGAGE AND HAVE A GREAT EDUCATIONAL EXPERIENCE LIKE MY KIDS HAVE? THANKS. THANK YOU VERY MUCH.

[APPLAUSE] NEXT IS MINIJ JANG SPEAKING ON AGENDA ITEM I ONE.

HI. I ALREADY COVERED WHAT I WANTED TO SAY IN THE PREVIOUS MEETING.

DIDN'T REALIZE THERE WERE TWO.

SO BASED ON WHAT I HEARD SO FAR, MY ONLY REQUEST WOULD BE TO AT LEAST CONSIDER THE 6 MILLION FROM THE DEFICITS PAYMENT.

WHETHER THAT CAN BE KNOCKED OFF FROM THIS YEAR.

THAT'S ALL I CAN SAY. THANKS.

THANK YOU VERY MUCH.

NEXT IS [INAUDIBLE] SORRY, I KNOW I SAID THAT WRONG AND I APOLOGIZE.

AND YOU ARE SPEAKING TO AGENDA ITEM.

I ONE. YEAH.

SO YOU DO LIVE IN THE DISTRICT.

YOU GUYS ARE DOING THE RIGHT THING, WORKING ON THE BUDGET.

THANK YOU FOR DOING THAT.

THE ONLY THING IS IN THE BUDGET YOU ARE APPROVING THE M&O AND I&S IN FULL IN THE I&S PROJECT IF YOU APPROVE, THE $6 MILLION DOLLARS IT IS AN APPROVED LINE ITEM.

SO I WOULD JUST REQUEST THAT YOU PUT IT ASIDE FOR THE OTHER BUDGET AND COME BACK AND RE-APPROVE IT LATER.

THAT 6 MILLION DOLLARS. SO THAT'S MY REQUEST BASED UPON HOW THE TAX PAYERS GO.

THANK YOU. GREAT.

THANK YOU VERY MUCH. I APPRECIATE YOU SPEAKING TONIGHT.

NEXT IS ALEXANDRIA FISHER SPEAKING ON AGENDA ITEM I ONE.

AND YOU DO LIVE IN THE DISTRICT AND SHE'S VIRTUAL.

MS. FISHER. I HAVE TWO BOYS WHO ARE GOING TO WESTWOOD AND I WAS ACTUALLY HOPING WATCHING THE BUDGET DISCUSSIONS.

I'M HOPING WE CAN REALLY THINK ABOUT.

I'M ACTUALLY CURIOUS TO KNOW WHO MAKES THE DECISIONS ABOUT EQUITABLE DISTRIBUTION OF FUNDS AMONG SCHOOLS, BECAUSE MY BOYS PLAY FOOTBALL, THEY WRESTLE AND THEY PLAY AND THEY ARE ON TRACK. AND I'M SPEAKING ABOUT BASEBALL AND SOFTBALL.

THE FACILITIES ARE SUBPAR.

AT THE VERY, VERY LEAST, WE HAVE NO CHANGING FACILITIES.

AND ONE OF THE UNIQUE FEATURES OF WESTWOOD IS THAT WE'RE SURROUNDED BY AN APARTMENT COMPLEX, AND I DON'T THINK ANY OF US WOULD WANT OUR GIRLS OR BOYS CHANGING IN FRONT OF AN APARTMENT COMPLEX. SO I'M REALLY HOPING THAT THIS COULD BE PART OF A LARGER CONVERSATION ABOUT EQUITABLE DISTRIBUTION OF FUNDS ACROSS THE SCHOOLS TO MAKE SURE OUR KIDS ARE SAFE MORE THAN ANYTHING ELSE.

SO THANK YOU FOR YOUR TIME.

THANK YOU VERY MUCH. I APPRECIATE YOU SPEAKING.

NEXT, IS JEREMY STOREY VIRTUAL SPEAKING ON I ONE.

DOESN'T LOOK LIKE HE'S ON THE LIST.

NEXT WILL BE KATIE KIZER.

NEXT WILL BE KATIE KIZER SPEAKING ON AGENDA ITEM H 5, I 2, J 3.

SORRY. HOLD ON. GIVE IT A SECOND JUST TO LET IT START BACK UP.

GO AHEAD. I DON'T REMEMBER WHAT H FIVE WAS, BUT I WILL COME IN ON F THREE.

THE BUDGET. THANK YOU SO MUCH, MR. COVINGTON. AND YOUR TEAM.

YOU GUYS HAVE DECREASED.

DID YOU SAY F 3? YEAH. WE'RE NOT DOING F THREE TONIGHT, BUT WE ARE DOING THE BUDGET.

AND YOU SIGNED UP TO SPEAK ON THE BUDGET.

SO IF YOU SPEAK ON I 1.

OKAY? I PICKED THE WRONG LETTER.

I'M SORRY. YEAH, THAT'S OKAY.

THE BUDGET. GO AHEAD. JUST WANT TO SAY THANK YOU.

YOU GUYS ARE DOING GREAT. YOU LOWERED THE TAX RATE AND YOU'RE TAKING CARE OF OUR STAFF.

THAT'S WONDERFUL.

I ALSO WANT A SECOND WHAT SHE SAID ABOUT THE DRESSING ROOMS AT WESTWOOD.

I BROUGHT THAT UP BEFORE.

THAT'S DEFINITELY AN ISSUE.

AND THEN AS FAR AS OPEN ENROLLMENT GOES, I MEAN, MY BIG QUESTION IS WHY NOT? LIKE, I REALLY DON'T KNOW A REASON WHY WE SHOULDN'T DO THAT.

EVERY OTHER DISTRICT AROUND US DOES.

IT HELPS US KEEP THE MONEY.

I KNOW I PERSONALLY HAVE FRIENDS IN AUSTIN AND LEANDER THAT WOULD LOVE TO SEND THEIR KIDS TO ROUND ROCK SCHOOLS, SO I THINK THAT'S A WIN WIN FOR EVERYBODY.

WHAT WAS THE OTHER ONE YOU SAID? J 3. NO.

YEAH. J 3 YOU SIGNED UP FOR WHICH IS A CALENDAR RSVPS.

YEAH, CALENDAR.

SHE'S NOT HERE. BUT I WAS GOING TO OFFER TO HELP DR.

BONE LEARN HOW TO USE GOOGLE CALENDAR.

IT'S REALLY VERY EASY.

YOU JUST CLICK ACCEPT AND THEN IT AUTO POPULATES ONTO YOUR OWN CALENDAR.

[00:30:03]

IT'S MAGIC.

SO I REALLY WOULD LIKE ALL OF YOU TO USE THAT.

IT'S A GREAT TOOL. OKAY.

THANK YOU. THANK YOU VERY MUCH.

NEXT IS WANDA GRIFFIN SPEAKING ON ITEM J THREE.

HOLD ON. LET ME LOOK AT MY LIST.

J 3 WE ARE SPEAKING TO AND I ONE AND I 2.

WANDA GRIFFIN AND SHE IS VIRTUAL.

I DON'T SEE HER ON THE LIST.

THAT'S THE END OF PUBLIC COMMENT TONIGHT FOR THE ITEMS THAT WE ARE GOING TO BE COVERING.

THANK YOU FOR YOUR UNDERSTANDING IN THIS KIND OF UNPRECEDENTED SITUATION.

WE ARE NOT GOING TO BE COVERING ITEMS F ONE, TWO OR THREE.

[F. SUPERINTENDENT REPORTS]

WE ARE NOT COVERING ITEMS G ONE OR G TWO.

[G. DISCUSSION ITEMS]

WE ARE TWO ITEMS BY CONSENT H, DOES ANYBODY HAVE A MOTION?

[H. ACTION ITEMS FOR CONSIDERATION BY CONSENT]

TRUSTEE WEIR.

I MOVE THAT WE APPROVE ITEMS H 1 THROUGH 13 AND I 3 BY CONSENT.

SO I HAVE A SUBSTITUTE MOTION THAT WE APPROVE ITEMS H ONE THROUGH 13.

THIS IS NOT A DISCUSSION WITH THE AUDIENCE.

DO I HAVE A SECOND ON THE MOTION TO APPROVE ITEMS 1 THROUGH 13 BY CONSENT.

SECOND. SECOND.

ANY DISCUSSION? I DID HAVE A SOMETHING I WANTED TO SAY ABOUT OUR SHAC MEMBER APPOINTMENT.

I WAS TRYING TO BRING UP MY COMMENTS.

I HAVE THEM RIGHT HERE TOO.

I EMAILED THEM TO MYSELF, BUT NOW I'M HAVING A HARD TIME BRINGING THEM UP.

BUT I JUST WANTED TO EXPLAIN A FEW THINGS ABOUT THAT AND ALSO THANK EVERYONE WILLING TO SERVE ON THIS IMPORTANT DISTRICT COMMITTEE.

BUT I WANT TO MAKE A CLARIFICATION.

THE SHAC ISSUES RECOMMENDATIONS TO THE BOARD.

THE BOARD ULTIMATELY APPROVES THEM OR NOT.

THE RECOMMENDATIONS ARE VITAL BUT NOT BINDING.

MY HOPE IS THAT THIS GROUP THAT IS JOINING THOSE ALREADY SERVING CAN FORM A COMMITTEE THAT IS PRODUCTIVE AND RESPECTFUL.

I KNOW THERE ARE MANY DIFFERENT VIEWS REPRESENTED AMONG ITS RETURNING MEMBERS AND NEW ONES, AND I THINK THAT IS REFLECTIVE OF OUR DIVERSE DISTRICT.

BUT I HOPE THAT LIKE THIS PASSED SHAC FOCUSING ON THE NEEDS OF STUDENTS AND FAMILIES WILL BE WHAT DRIVES THE MEETINGS AND THAT ANY DIFFERENCES CAN BE RESOLVED AMICABLY.

AGAIN, I AM GRATEFUL TO THESE PUBLIC SERVANTS AND BRING WISDOM AND DISCERNMENT OVER THEIR DELIBERATIONS.

THAT WAS MY ONLY THING ABOUT THAT.

ANY OTHER COMMENTS? OKAY HAVE A MOTION AND A SECOND.

ALL IN FAVOR RAISE YOUR HAND.

ALL OPPOSE? NONE. MOTION PASSES 4 ZERO.

ALL RIGHT. WE ARE NOW TO ITEM I ONE THE ADOPTION OF THE 2022 2023 ROUND ROCK ISD BUDGETS.

[I. ACTION ITEMS]

MR. COVINGTON. DO ANY OF THE TRUSTEES NEED TO SEE THE BUDGET PRESENTATION AGAIN? IF YOU DON'T, THEN YOU CAN MAKE A MOTION.

I DON'T NEED TO SEE IT, BUT I DID HAVE A QUESTION.

GO AHEAD. VERY BRIEFLY.

AND THAT WAS I DIDN'T SEE, UNLESS I MISSED IT, ANY OF THE THINGS FROM AND I HAD THIS UP THE WHOLE MEETING.

SORRY, ANY OF THE THINGS FROM I THINK THE MAY BUDGET PRESENTATION ABOUT THE ONE TIME PAYMENTS FROM FUND BALANCE, THE RETENTION STIPEND INCREASES THE HOUSING ALLOWANCES.

DID I MISS IT? NO, I DIDN'T RECEIVE ANY CONFIRMATION THAT THAT WAS SOMETHING THAT WAS GOING TO BE ADDED TO THE BUDGET.

THE BUDGET IS AS PRESENTED.

WE CAN ALWAYS AMEND IT TRUSTEE HARRISON.

SO IF THERE IS A DESIRE FROM THE BOARD TO DO SOMETHING DIFFERENT, I THINK WE WERE UNDER THE IMPRESSION THAT SOME OF OUR BOARD MEMBERS WANTED TO WAIT UNTIL MAYBE AUGUST FOR US TO COME BACK BASED ON MAYBE ENROLLMENT NUMBER.

AND IF WE MISSED IT, IT'S OUR I GUESS I CAN TAKE RESPONSIBILITY.

THAT WAS OUR UNDERSTANDING.

AGAIN, WE ALWAYS CAN COME BACK AND AMEND BASED ON OUR BOARD RECOMMENDATION BECAUSE WE HAD DIFFERENT OPTIONS.

REMEMBER, I THINK THEY WERE 506 AND WE WE FELT THAT THERE WAS NO DESIRE TO GO WITH ANY RECOMMENDATION AT THIS TIME.

HOWEVER, I SAID, WE WILL DO WHATEVER OUR BOARD IS ASKING US TO DO.

RIGHT. THANK YOU. I'M ONE TRUSTEE, SO I CAN'T DEMAND ANYTHING.

BUT I DID MAKE THE POINT THAT I THINK JULY 15TH IS THE LAST DAY FOR TEACHERS TO GET OUT OF THEIR CONTRACTS WITHOUT PENALTY.

I RECEIVED AN EMAIL TODAY TO MY PERSONAL EMAIL ADDRESS ASKING IF I WOULD LOVE TO COME BACK TO WORK AT ROUND ROCK ISD.

SO OBVIOUSLY YOU'RE TRYING TO SEEK NEW TEACHERS AND THANK YOU FOR THAT.

BUT I'M GOING TO PASS. OBVIOUSLY.

AND LEGALLY, YOU CAN'T BE EMPLOYED BY THE DISTRICT UNTIL A YEAR AFTER YOUR TERM EXPIRES.

NOT FOR A YEAR. SO DON'T DON'T WISH ME BACK.

BUT THE THING IS, I JUST WANT TO RAISE THAT WITH MY COLLEAGUES AGAIN, BECAUSE THAT'S IMPORTANT.

[00:35:06]

I THINK THE LONGEVITY BONUS IS MAYBE THE MOST IMPORTANT PART OF THAT.

AND THERE WAS A REASON THAT I FEEL THAT THIS IS EXPEDIENT.

OBVIOUSLY, WE NEED EDUCATORS AND I'M DISAPPOINTED THAT WE HAVEN'T MOVED ON THIS.

YEAH. AND AS I SAID, WE'D BE MORE THAN HAPPY.

WE LOVE OUR TEACHERS AND STAFF AND IF THAT'S THE DIRECTION BECAUSE REMEMBER, WE HAVE TO TAP INTO THE FUND BALANCE FOR THAT AND THAT'S SOMETHING WE CANNOT DO WITHOUT OBVIOUSLY YOUR PERMISSION TO DO IT RIGHT BECAUSE WE WANT TO BRING TO YOU WE BROUGHT TO YOU A BALANCED BUDGET.

HOWEVER YOU REMEMBER, THERE IS A $500 FROM THE ESSER 3 FUNDS THAT WILL BE PAID TO ALL OUR STAFF, ALL OF THEM.

AND WE'RE HOPING LIKE NOVEMBER, DECEMBER, PERIOD.

AND SO WE WILL TAKE CARE OF THAT.

THAT'S ALREADY IN THE BUDGET RIGHT NOW.

AND TRUSTEE HARRIS, IS THAT A ONE TIME LONGEVITY PAYMENT OR REOCCURRING? ONE TIME. I DON'T KNOW IF ANYONE ELSE HAS AN INTEREST IN REVISITING THIS.

WE DON'T HAVE TO DO IT TONIGHT, BUT I THINK IT'S IMPORTANT TO REVISIT AND I CAN'T STATE THAT ENOUGH.

I WOULD DEFINITELY BE INTERESTED IN REVISITING.

I JUST WOULD LIKE TO GET US TO THE FIRST DAY OF SCHOOL TO SEE EXACTLY.

AND THAT ALSO WILL HAVE MORE CLARIFICATION ON THE TAX RATE, THOSE KIND OF THINGS.

SO I'M VERY INTERESTED IN IT.

I JUST WANT TO SEE OUR BOTTOM LINE BEFORE WE COMMIT, BUT I'M ALSO WILLING TO SPEND IT OUT OF OUR FUND BALANCE AS WELL.

I THINK THAT THAT IS I THINK THAT THAT'S SOMETHING THAT'S VERY IMPORTANT AND THAT'S WHAT YOUR FUND BALANCE IS FOR.

SO BUT I JUST I WOULD FEEL MORE COMFORTABLE IF WE COULD WAIT JUST A LITTLE BIT CLOSER TO THE START OF SCHOOL TO SEE WHERE OUR FINAL NUMBERS LAY.

OKAY. I'M AMENABLE TO THAT.

I JUST HOPE THAT EVERYONE REALIZES THAT MEANS THAT WE MAY LOSE EDUCATORS TO OTHER DISTRICTS JUST HERE IN THE NEXT 2 TO 3 WEEKS.

I HOPE THEY HANG WITH US.

WE'RE TRYING OUR BEST.

ANY OTHER QUESTIONS OR? THERE ARE TWO MOTIONS TRUSTEES THAT YOU WERE PROVIDED.

THE FIRST MOTION IS TO ACCOUNT FOR CONFLICT OF INTEREST THAT I HAVE.

SO I WOULD HAVE TO ABSTAIN ON THE FIRST MOTION.

THE SECOND MOTION WE NEED TO ADD THE LANGUAGE WITH THE EXCEPTION OF 53 DATA PROCESSING SERVICES.

SO IF SOMEBODY WANTS TO MAKE MOTION ONE, THAT WOULD BE WONDERFUL.

I MOVE THAT THE BOARD PULL AN SEPARATELY APPROVED THE GENERAL FUNDS FUNCTION APPROPRIATION FOR 53 DATA PROCESSING SERVICES FOR THE 2022 2023 ADOPTED BUDGET.

ANYBODY WANT A SECOND IT? I WILL SECOND IT.

WE HAVE A MOTION AND A SECOND.

ANY QUESTIONS? ALL IN FAVOR RAISE YOUR HAND.

ALL OPPOSED.

ALL ABSTAINING.

MOTION PASSES 3 0 1.

MOTION NUMBER TWO.

MADAM PRESIDENT, I MOVE THAT THE BOARD ADOPT THE 2022 2023 ROUND ROCK ISD BUDGETS FOR THE GENERAL FUND, DEBT SERVICE FUND AND FOOD SERVICE FUND AS PRESENTED WITH 53 DATA PROCESSING SERVICES PULLED.

I WILL SECOND.

WE HAVE A MOTION AND A SECOND.

ANY COMMENTS FROM TRUSTEES? ALL IN FAVOR. RAISE YOUR HAND.

ALL OPPOSED.

SEEING NONE. MOTION PASSES FOUR-ZERO.

THANK YOU. WE CAN PAY OUR STAFF NOW.

THAT IS A BIG LOAD OFF OF MY SHOULDERS.

[APPLAUSE] THANK YOU. ALL RIGHT.

WE'RE MOVING ON TO ITEM I2 DISCUSSION AND POSSIBLE ACTION TO OPEN ON OPEN ENROLLMENT DISTRICT.

DOCTOR AZAIEZ. SO I THINK ABOUT A COUPLE OF WEEKS AGO, WE SENT A LIST OF [INAUDIBLE] ABOUT 13 CAMPUSES.

11 OF THEM ARE ELEMENTARY AND TWO MIDDLE SCHOOLS WHO HAVE ENROLLMENT NUMBER CAPACITY, I'M SORRY, AND CAPACITY NUMBER BELOW 70%.

AND WE WANT IT WITH YOUR APPROVAL, IF POSSIBLE, TO ALLOW US TO PILOT OPEN ENROLLMENT THOSE CAMPUSES.

WE BELIEVE THAT, LIKE SOME OF OUR COMMITTEE MEMBERS ARE SAYING, WE BELIEVE, LIKE PARENTS FROM AUSTIN ISD, FROM LEANDER, FROM OUR SURROUNDING PFLUGERVILLE WOULD BE WILL BE EXCITED TO JOIN OUR CAMPUSES.

WE WILL BE DOING SOMETHING SIMILAR TO WHAT WE CALL IT, THE INTRA THE DISTRICT INTRA TRANSFER.

OBVIOUSLY, THOSE STUDENTS ALWAYS WILL HAVE PRIORITY.

AND IF WE STILL HAVE THE OPENING OR CAPACITY, OUR PRINCIPALS WILL BE ALLOWED ALSO TO ACCEPT OUT OF DISTRICT TRANSFERS WITH YOUR APPROVAL.

YOUR MOTION? WELL, I JUST HAVE A QUICK QUESTION.

SO ONE OF THE CONCERNS THAT I HEARD FROM TEACHERS WAS THAT IF WE ACCEPT STUDENTS AND THEN WE CAN'T HIRE A TEACHER BECAUSE WE HAVE SUCH SUCH DIFFICULTY RIGHT NOW FILLING POSITIONS THAT THAT WOULD BE AN ADDITIONAL BURDEN ON ON THOSE TEACHERS.

WHAT WOULD BE YOUR RESPONSE TO TEACHERS CONCERNS IN THAT REGARD? ABSOLUTELY. THAT'S A GREAT QUESTION.

SO OBVIOUSLY, AS WE STAFF BASED ON ENROLLMENT, SO OBVIOUSLY IF OUR ROMAN NUMBER AT THE PARTICULAR CAMPUS GROWS, THEN OBVIOUSLY WE WILL BE ABLE TO ALLOCATE MORE

[00:40:08]

STAFF. BUT ALSO, IF A LOT OF THIS WILL BE WE'LL GIVE A LOT OF AUTONOMY TO OUR PRINCIPAL TO MAKE THESE DECISIONS.

SO IF A PRINCIPALS FEELS THAT WAY AND IT FEELS LIKE WE DON'T HAVE THE TEACHER WAITING RIGHT TO BE PART OF IT, SO THEN WHAT OUR PRINCIPAL CAN DO CAN REALLY THINK OF LOOK AT, LET'S SAY, FIRST GRADE, DO WE HAVE CAPACITY IN THE FIRST GRADE CLASSES? SO LET'S SAY IF I HAVE A CLASS OF 15, ANOTHER CLASS OF 18, SO I HAVE ROOM TO ADD MORE STUDENTS ACCEPT TRANSFER IN WITHOUT REALLY MAKING THAT CLASS BIG ENOUGH OR OR HAVE THE NEED TO ADD ANOTHER STAFF SO THEY CAN GO MAYBE TO 15 TO 18 OR 19 OR MAYBE 20 WITHOUT REALLY CREATING A NEED FOR ANOTHER TEACHER, IF THAT'S WHAT THEY WANT.

NOW, IF THEY WANT ANOTHER TEACHER, OBVIOUSLY AS A DISTRICT, WE WILL STAFF THEM ACCORDINGLY.

RIGHT. BUT THEY ALWAYS GOING TO HAVE THAT AUTONOMY.

ALL PRINCIPALS WILL HAVE THE AUTONOMY AND SEE WHAT'S WORK BEST FOR THEIR CAMPUSES AND THEIR STUDENTS.

THE OTHER QUESTION THAT WAS RAISED TO ME THAT I THOUGHT WAS A GOOD QUESTION IS WHAT IF WE GET ABOVE 70% AT A CERTAIN CAMPUS? LIKE AT WHAT POINT SAY, LET'S JUST SAY WE HAVE A LARGE RESPONSE TO A CERTAIN CAMPUS AND WILL THERE BE A CERTAIN PERCENT THAT WE SAY, OKAY, WE'RE NOT ACCEPTING ANYMORE? IT KIND OF GOES TO YOUR FIRST QUESTION, REALLY, BUT I MEAN, THE FIRST ANSWER.

BUT JUST THAT WAS ALSO RAISED TO ME.

NO, NO DOUBT. AND AS I SAID, THIS ALWAYS ALL THIS DECISION WILL BE MADE AT THE CAMPUS LEVEL.

IN OTHER WORDS, OUR PRINCIPAL WILL LOOK AT THEIR NUMBERS, LOOK AT THEIR STAFFING AND MAKE THE APPROPRIATE DECISION.

WE WANT TO GIVE THEM THAT AUTONOMY.

RIGHT, IF YOU WILL. NOW, AS FAR AS THERE IS NO WE DID NOT SET LIKE A PERCENTAGE OF 70 OR 80 OR 90%, OBVIOUSLY, BUT PROBABLY WILL BE MORE LOOKING AT ALLOWING OUR PRINCIPALS REALLY TO MAKE THOSE DECISION BASED ON THE WHAT DO YOU CALL IT, LIKE THE SITUATION.

RIGHT. BECAUSE MAYBE DIFFERENT FROM ONE CAMPUS TO ANOTHER.

AND AGAIN, WE WILL WORK WITH THEM.

ONE THING WE WANT TO TELL OUR PARENTS, IF AND I THINK IT'S THE RIGHT THING TO DO IF IF A PARENT ENROLLS HIS OR HER SON OR DAUGHTER IN FIRST GRADE, WE WANT TO MAKE SURE THAT THAT VERY LEAST CONTINUE FINISHING UP THEIR ELEMENTARY YEARS AT THAT CAMPUS.

SO WE DON'T WANT TO COME BACK YEAR AFTER TWO YEARS AFTER AND SAID, YOU KNOW WHAT, YOU NOW GO TO YOUR ZONE CAMPUS THAT YOUR OTHER DISTRICT WE WANT TO.

BUT WE MAY THE PRINCIPAL MAY SAY, I'M NOT GOING TO BE TAKING ANY NEW TRANSFER IN AS FAR AS THE ONE WHO ALREADY ACCEPTED.

WE WANT TO GIVE THEM THAT FOR THE STUDENTS AND THE PARENT TO CONTINUE THEIR EDUCATION THERE FOR THE ELEMENTARY YEARS, FOR EXAMPLE, I DON'T KNOW IF IT MAKES SENSE. NO, I UNDERSTOOD.

SO WHAT WOULD BE THE MOTION THAT WE NEED? I HAVE A COUPLE MORE LIGHTS ON FIRST, IF YOU DON'T MIND.

TRUSTEE WEIR.

ACTUALLY I WAS GOING TO MAKE THE MOTION, SO I'LL LET TRUSTEE.

TRUSTEE HARRISON. I WAS GOING TO MAKE THE MOTION.

SO I MOTION TO APPROVE THE OPEN ENROLLMENT DISTRICT PILOTS AS PRESENTED BY THE ADMINISTRATION.

I WILL SECOND THAT.

I HAVE A MOTION AND A SECOND.

ANY DISCUSSION? ALL IN FAVOR. RAISE YOUR HAND.

ALL OPPOSE. SEEING NONE.

MOTION PASSES FOUR ZERO OK.

[J. BOARD BUSINESS]

WE ARE TO ITEMS J ON THE AGENDA.

WE NEED TO APPROVE I3.

I THOUGHT WE WEREN'T GOING TO DO THAT TONIGHT.

OH, WE'RE GOING TO PUT IT ON ANOTHER AGENDA.

OH, YOU'RE GOING TO BOARD MINUTES ANOTHER AGENDA.

I WAS GOING TO BRING THAT TO A FUTURE AGENDA.

THAT'S FINE. WHAT YOU COULD DO ALSO IS MAKE A MOTION WITH THE AMENDMENT THAT IT BE AMENDED WITH HER REFLECTING.

ONLY I DIDN'T MAKE SURE THAT I PULLED ALL PUBLIC SPEAKERS THAT I DON'T THINK I SAW ANYTHING ON I3 AND SO.

AND I WOULD NEED TO MAKE SURE.

YOU WANT US TO DOUBLE CHECK? I DON'T MIND. I'D LIKE TO PUT IT ON A NEXT AGENDA JUST BECAUSE I WANT TO MAKE SURE I DIDN'T MISS ANY PEOPLE THAT HAD SIGNED UP ON I3.

SO LET'S JUST PUT IT ON THE NEXT AGENDA.

OKAY. THANK YOU.

OKAY. SO WE ARE TWO ITEMS J1 BOARD ANNOUNCEMENTS.

I DO HAVE A FEW ANNOUNCEMENTS.

SO WE HAVE SOME UPCOMING BOARD MEETINGS, RSVP AS OF TODAY ON JULY THE 12TH MEETING, I HAVE A YES FROM MYSELF, CORY, TIFFANIE AND AMY.

I HAVE A NO FROM MARY AND I HAVE NOT RECEIVED A RESPONSE FROM DANIELLE.

THAT AGENDA WE'RE GOING TO BE TALKING ABOUT ROBERT'S RULES, SOCIAL MEDIA, GRIEVANCE PROCESS, TRAINING, GOALS AND CONSTRAINTS WITH DR.

MCMAHON. AND WE ARE GOING TO BE TALKING ABOUT THE TRUSTEE APPOINTMENT PROCESS AS WELL.

THAT'S THE DAY THAT APPLICATIONS CLOSE ON 7/19, WE HAVE GRIEVANCE SCHEDULED.

I HAVE A YES FROM FELLER.

VESSA, WESTON AND HARRISON NO FROM WEIR, NOTHING FROM MARY.

[00:45:06]

721 I HAVE A YES FROM FELLER VESSA WESTON AND HARRISON NO FROM WEIR AND NOTHING FROM MARY.

I THINK YOU MEAN WESTON NOT WEIR? NO, I HAVE A NO FROM WEIR.

SHE CAN'T ATTEND THAT MEETING.

YEAH, I'M GONE THAT WHOLE WEEK.

SHE'S ON VACATION THAT WEEK, SO SHE CAN'T ATTEND EITHER ONE OF THOSE.

OKAY. SO I DO HAVE A YES FROM DANIELLE ON BOTH OF THOSE.

7/26 IS A GRIEVANCE.

I HAVE. YESES FROM EVERYBODY EXCEPT FOR MARY.

AND SHE'S A NO.

OF COURSE, I DON'T HAVE ANY RESPONSES FROM TRUSTEE XIAO BECAUSE HE HAS SAID THAT HE WON'T BE ATTENDING ANY MORE MEETINGS.

WE HAVE A FACILITIES WORKSHOP AND A POLICE DEPARTMENT UPDATE ON JULY 28TH AND RIGHT NOW I HAVE YESSES FROM EVERYBODY EXCEPT FOR A NO FROM MARY, SO I'M JUST LETTING EVERYBODY KNOW. ALSO WANTED TO MENTION THAT THE APPLICATION PROCESS FOR FILLING PLACE ONE TRUSTEE XIAO OPENED UP TODAY THAT WILL BE OPEN UNTIL NOON ON JULY THE 12TH.

SO IF YOU ARE INTERESTED, IF YOU HAVE QUESTIONS, REACH OUT.

SOMEBODY CAN HELP YOU, SOMEBODY CAN TALK TO YOU ABOUT IT.

WE DO HAVE SOME FORUMS THAT ARE UNFORTUNATELY NOW SCHEDULED AFTER THIS APPOINTMENT PROCESS FOR THOSE THAT ARE ACTUALLY INTERESTED IN RUNNING FOR AN OPEN SEAT.

THOSE ARE COMING UP AS WELL.

BUT THE APPLICATIONS FOR PLACE ONE JUST FOR THE THREE MONTHS, AUGUST, SEPTEMBER, OCTOBER, AUGUST, SEPTEMBER, OCTOBER AND FIRST PART OF NOVEMBER, THAT PERSON WOULD SERVE.

NEXT ANNOUNCEMENT THE DISTRICT WILL BE CLOSED FOR TWO WEEKS STARTING TOMORROW.

WE'LL OPEN UP AGAIN ON JULY 5TH.

AND I THINK. DR. AZAIEZ, YOU WANTED TO SAY SOMETHING ABOUT THAT? NO, MORE THAN ANYTHING, I WANT TO OBVIOUSLY THANK OUR AMAZING STAFF FOR THEIR HARD WORK.

AND I KNOW IT'S BEEN A VERY, VERY HARD YEAR.

I KNOW I FEEL LIKE VERY PRIVILEGED, REALLY, TO WORK AND SERVE OUR COMMUNITY, OUR TEACHERS, OUR STAFF, OUR PARENTS.

AND, YOU KNOW, IT'S JUST BEEN AN AMAZING YEAR FOR ALL OF US, DESPITE ALL THE CHALLENGES.

AND I THINK REALLY SO, SO, SO PROUD OF THE WORK THAT OUR AMAZING TEACHERS AND STAFF ACCOMPLISHED.

BUT ALSO, I WANT TO ALSO THANK THE TEAM AND ALSO THANK OUR BOARD MEMBERS FOR APPROVING THE BUDGET, FOR APPROVING ALSO THE COMPENSATION PLAN THAT WE CAME FORWARD BROUGHT FORWARD TO YOU, BECAUSE REALLY THAT WILL HELP US CONTINUE RETAINING AND RECRUITING THE BEST OF THE BEST TO TAKE CARE OF OUR STUDENTS, YOU KNOW, RAISING THE MINIMUM WAGE TO $15. I THINK WE'VE TAKEN CARE OF COMPRESSION, TOO.

THAT WAS AN AMAZING JOB.

I THINK THE TEAM REALLY DID A GREAT JOB THERE BECAUSE OUR STAFF DESERVE IT, ESPECIALLY OUR SUPPORT STAFF WHO ARE USUALLY THE LOWEST PAID STAFF MEMBERS, ALSO THE GIVEN THE SIMILAR RETENTION AND ALSO HEARING WHAT TRUSTEE HARRISON IS TALKING ABOUT, THE POSSIBILITY EVEN GIVEN SOME MORE, I THINK.

WE ARE DEFINITELY ON BOARD WITH THAT.

WE REALLY AGAIN, WE THINK THAT OUR STAFF AND OUR TEACHERS AND EVERYONE REALLY ARE AMAZING, ARE THE BEST.

SO WE NEED TO MAKE SURE, AGAIN, THAT WE'RE TAKING CARE OF THEM.

AND TO BE HONEST, WE WERE LOOKING FORWARD ALSO THE NEXT SCHOOL YEAR.

WE HAVE A LOT OF COOL THINGS IN THE WORKS.

ACTUALLY, WE ARE EXCITED ABOUT TALKING ABOUT THE PRE-K THREE FULL DAY THAT WE ARE ACTUALLY WORKING REALLY HARD TO PUT TOGETHER.

I'M SAD THAT WE ARE NOT ABLE TO TALK ABOUT IT TODAY, TONIGHT, SO HOPEFULLY NEXT TIME.

BUT IT'S REALLY, REALLY, REALLY NICE TO HAVE IT LAUNCH IT FOR NEXT SCHOOL YEAR IN PARTNERSHIP OBVIOUSLY WITH OUR OUR DAYCARE PROVIDERS.

SO THAT'S SOMETHING THAT I'M GOING TO GIVE OUR STUDENTS A HEAD START AND GIVING THEM A CERTIFIED TEACHER, A CERTIFIED AN ASSISTANT OR TEACHER EDUCATOR AND THE CURRICULUM AND ALL THE TRAINING THEY NEED SO THEY CAN REALLY, REALLY START EARLY AND LEARN HOW TO READ AND WRITE AT AN EARLY AGE, BECAUSE THAT WILL REALLY MAKE A HUGE DIFFERENCE IN THEIR FUTURE.

SO AND MANY OTHER THINGS ALSO.

WE'LL TALK ABOUT IT SOME MORE, BUT AGAIN, VERY EXCITED ABOUT NEXT SCHOOL YEAR.

AND I HOPE THAT EVERYBODY TAKES REALLY SOME TIME OFF.

ENJOY THE NEXT COUPLE OF WEEKS BECAUSE WE HAVE A LOT, A LOT OF GREAT THINGS COMING TO ROUND ROCK ISD NEXT SCHOOL YEAR.

I HAVE ONE LAST ANNOUNCEMENT AND REALLY IT'S JUST AN ANNOUNCEMENT ABOUT HOW THINGS PLAYED OUT TONIGHT.

AND I REALLY FEEL LIKE I NEED SOME COORDINATION.

BUT THIS WAS A COORDINATED PLANNED ATTACK TO SABOTAGE A MEETING TONIGHT.

TRUSTEE BONE RSVPED TODAY THAT SHE WAS GOING TO BE ATTENDING THIS MEETING AND I WAS HOPEFUL.

BUT I ONE OF MY RESPONSIBILITIES AS BOARD PRESIDENT IS TO ENSURE THAT WE HAVE A QUORUM AT EVERY MEETING.

SO I COORDINATED WITH TRUSTEE WEIR FOR HER AS A BACKUP PLAN IN CASE SOMETHING LIKE THIS HAPPENED.

I DIDN'T RUN FOR THE BOARD TO MAKE FRIENDS, AND I DON'T HONESTLY, I DON'T REALLY CARE IF ANYBODY ON THE DAIS LIKES ME OR NOT.

THAT'S NOT THIS IS ABOUT DOING THE BUSINESS OF THE DISTRICT.

WE AGREE, WE DISAGREE, WHATEVER.

BUT WE HAVE BUSINESS THAT WE HAVE TO TAKE CARE OF.

[00:50:03]

AND I'M REALLY DISAPPOINTED IN HOW THIS TRANSPIRED.

IT REALLY TOOK AWAY THE RIGHTS OF OUR PUBLIC TO BE ABLE TO SPEAK PUBLICLY.

IT SHOWED PEOPLE IN OUR COMMUNITY WHAT WE THINK ABOUT THEM THAT HAVE VOLUNTEERED.

AND JUST I GET IT, THEY DON'T LIKE ME, BUT WE HAVE BUSINESS TO DO.

SO I'M JUST I JUST HAD TO SAY THAT I'M REALLY DISAPPOINTED ABOUT THIS.

AND IT'S NOT A DISCUSSION IF ANYBODY ELSE HAS ANY OTHER COMMENTS ABOUT IT.

WE ARE JUST STILL IN THE ANNOUNCEMENTS.

I HAVE A LIGHT ON FROM TRUSTEE HARRISON.

YEAH. I JUST REALLY QUICKLY WANT TO SAY HAPPY PRIDE MONTH ROUND ROCK HAD ITS FIRST PRIDE CELEBRATION AND I ATTENDED BRIEFLY.

IT WAS IN THE HEAT OF THE DAY AND THERE WERE A LOT OF ROUND ROCK ISD STAFF MEMBERS AND STUDENTS AND PARENTS BEING VERY ENGAGED.

AND, YOU KNOW, WE CAN'T TALK OUT OF BOTH SIDES OF OUR MOUTH AND SAY THAT WE CARE ABOUT SUICIDE PREVENTION, BUT THEN DISRESPECT THE HUMANITY OF A POPULATION OF PEOPLE THAT EXPERIENCE HIGH RATES OF SUICIDE.

SO I KNOW THAT THERE WAS A LOT OF TEACHER ORGANIZING.

IT WASN'T THE DISTRICT THAT ORGANIZED THAT.

I DO HOPE WE SHOW SUPPORT FOR OUR STUDENTS IN THAT WAY AT SOME POINT.

AND I JUST WANTED TO EXPRESS MY GRATITUDE BECAUSE ESPECIALLY TO THE TEACHER WHO WAS A TEACHER OF THE YEAR IN THE DISTRICT, I DON'T KNOW IF THEY WANT ME TO SAY THEIR NAME THAT ORGANIZED THAT BECAUSE YOU'RE SAVING LIVES.

YOU'RE SAVING LIVES BY SEEING STUDENTS.

AND THANK YOU VERY MUCH.

ANY OTHER PEOPLE HAVE ANNOUNCEMENTS.

YES. YOU KNOW WHAT? I WOULD LIKE TO MAKE SURE THAT THIS IS OUR REGULAR BOARD MEETING.

I CAN INTRODUCE OUR NEW GENERAL COUNSEL.

THIS IS MS. CYNTHIA HILL, AND SHE IS THE NEW GENERAL COUNSEL FOR ROUND ROCK ISD.

I DID SEE SOME COMMENTS OF WHO'S THAT LADY UP THERE SPEAKING AT OUR AT OUR LAST BOARD MEETING AND I FAILED TO INTRODUCE YOU, SO I APOLOGIZE.

WELCOME TO THE TEAM. WE ARE SO HAPPY TO HAVE YOU AND LOOK FORWARD TO GOING ON THIS ADVENTURE WITH YOU.

SO WELCOME TO THE DISTRICT.

GO AHEAD. THANK YOU VERY MUCH.

I WAS GOING TO JUST TELL EVERYBODY IN PUBLIC THAT WE DID PUT UP THE APPLICATION FOR THE APPOINTMENT THAT IS AVAILABLE ONLINE ON THE DISTRICT'S WEBSITE.

THANK YOU FOR THAT CLARIFICATION.

I THINK IT'S ABOUT WHAT YOU JUST.

WE'RE GOOD. YEAH, WE'RE GOOD.

I DID HAVE AN AGENDA REQUEST OUTSTANDING.

I CAN EMAIL YOU ABOUT IT AGAIN.

I THINK IT'S COMING UP ON A JULY MEETING AS WELL.

OKAY. SO I HAVE IT ON THERE.
