TRUSTEE XIAO IS RUNNING A LITTLE BIT LATE, BUT HE WILL BE HERE.

BUT WITH SIX OF US WE CAN CALL TO ORDER, SO WE'RE GOING TO START WITH THE PLEDGE.

ALL RIGHT, AND BEFORE WE GO TO PUBLIC COMMENTS, I JUST WANT TO LET THE BOARD AND THE PUBLIC KNOW WE DO HAVE THE ATTORNEYS FOR I4 ARE GOING TO BE HERE IN PERSON.

I'VE COME HERE BEFORE YOU ALL TO TODAY TO ASK FOR THE SCHOOL BOARD TO HELP IN RECOGNIZING EID AS AN OFFICIAL HOLIDAY OBSERVED BY THE DISTRICT.

ISLAM IS A RELIGION WITH OVER ONE BILLION FOLLOWERS ALL OVER THE WORLD, AND EID IS A VERY IMPORTANT HOLIDAY TO OUR COMMUNITY.

IF ROUND ROCK ISD PRIDES ITSELF ON BEING A SUPPORTIVE DISTRICT FOR THE DIVERSITY UPHELD IN ITS STUDENTS, IT MUST RESPECT AND RECOGNIZE RELIGIOUS AND CULTURAL CUSTOMS PRACTICE ARE BY OUR COMMUNITY.

STUDENTS SHOULD NOT BE FACED WITH THE DECISION OF CHOOSING BETWEEN THEIR ACADEMIC OBLIGATIONS OR THEIR CULTURAL CUSTOMS AND PRACTICES.

I ASK THAT YOU GUYS HELP US AND GETTING THIS HOLIDAY RECOGNIZED AND EVEN PUT AS A HOLIDAY THAT'S OFF FOR OUR STUDENTS, AS WE SHOULD BE ABLE TO GIVE THE OPPORTUNITY THAT MANY OTHER STUDENTS ARE GIVEN TO BE ABLE TO PRACTICE OUR CULTURE RESPECTFULLY.

EVERY DAY ON EID, MY FAMILY COMES TOGETHER TO SEE SO MANY PEOPLE THAT WE HAVEN'T SEEN IN A LONG TIME. IT'S A REALLY GOOD TIME TO RECONNECT WITH LOVED ONES, AND WE LIKE TO CELEBRATE PERSONALLY BY GIVING BACK TO THE COMMUNITY A WHOLE TON BY VOLUNTEERING AND RAISING DONATIONS.

AS A CHILD THIS WAS NOT SOMETHING UNDERSTOOD BY MY CLASSMATES AND PEERS, SO EVEN WHILE I WAS ABLE TO MISS SCHOOL, I WOULD COME BACK TO HARSH JUDGMENTS FROM CLASSMATES AND TEACHERS, WHICH MADE IT REALLY DIFFICULT FOR ME TO STAY CONNECTED TO MY IDENTITY, WHICH IS WHY I WISH FOR THE DISTRICT TO RECOGNIZE EID THAT ITS OWN HOLIDAY OFF SO THAT WE WILL NEVER HAVE ANOTHER YOUNG CHILD WHO IS FORCED TO PUSH THEMSELVES AWAY FROM THEIR CULTURE, SIMPLY BASED OFF OF FEAR OF WHAT OTHER PEOPLE WILL SAY AND THINK OF THEM.

I'M SPEAKING TONIGHT ON BEHALF OF ANTI-RACIST COMING TOGETHER.

ONE OF OUR GOALS IS TO HELP STUDENTS OF THE GLOBAL MAJORITY RECEIVE AN EQUITABLE AND SAFE EDUCATION. UNFORTUNATELY AND UNSURPRISINGLY, WE HAVE SEEN OUR STUDENTS OF THE GLOBAL MAJORITY WRITTEN OFF WITH DISRESPECTFUL AND DEHUMANIZING TERMS LIKE SUBPOPULATIONS RATHER THAN BEING GIVEN A FULL TIME ATTENTION THEY DESERVE.

DOING THOSE TREATS WHITE PEOPLE AS A NORM AND ANY OTHER RACE IS LESS THAN AND IS INHERENTLY RACIST.

WE DEMAND DISAGGREGATED DATA BE USED THAT FOCUSES ON THE STRENGTH OF OUR STUDENTS AND PARENTS OF THE GLOBAL MAJORITY IN ORDER TO CREATE A MORE EQUITABLE DISTRICT.

THEREFORE, THE DISTRICT SHOULD USE DISAGGREGATED STRENGTH BASED DATA TO EMPOWER YOUTH AND ABOLISH OPPRESSIVE SYSTEMS IN OUR EDUCATION.

THAT'S RIGHT, ALMOST HALF A BILLION DOLLARS.

PRIOR TO 2021 FIVE THOUSAND STUDENTS IN ROUND ROCK SCHOOL DISTRICT CHOSE NOT TO ENROLL DUE TO THIS ADMINISTRATION'S POLICIES.

THAT'S THIRTY POINT EIGHT MILLION DOLLARS OF LOST BASIC ALLOTMENT FUNDING LAST YEAR.

ANOTHER 3200 STUDENTS PARENTS CHOSE NOT TO ENROLL THEM DUE TO THEIR DISTRICT'S POLICIES, THEIR HANDLING OF COVID, THEIR HORRENDOUS HIRING PRACTICES, AND THIS BOARD'S ONGOING LEADERSHIP STRUGGLES. THAT'S ANOTHER NINETEEN POINT SEVEN MILLION CLOSE TO THE AMOUNT OF THIS YEAR'S BUDGET SHORTFALL.

SO IS THIS BOARD ENGAGED IN THE COMMUNITY TO FIND OUT WHAT THEY CAN IMPROVE? ASK PARENTS WHAT THEY COULD DO TO REENROLL LOST STUDENTS AND REGAIN FEDERAL FUNDING? NO, YOU CONTRIVED ANOTHER CLOSED DOOR MEETING TO VOTE IN A NEW TAX RATE WITHOUT STAKEHOLDER INPUT, WITHOUT AWARENESS, AND ONLY FIVE BOARD MEMBERS, TRUSTEES BONE AND WESTON WERE NOT THERE.

YOU VOTED A NEW TAX RATE DIFFERENT THAN YOU PREVIOUSLY COMMUNICATED AND TO REPLACE THE DOLLARS YOU CONTINUE TO SQUANDER.

YOU DID IT IN SECRET I REALLY APPRECIATE YOUR REALLY APPRECIATE YOU SPEAKING.

THE SCHOOL BOARD LIES AND SCREAMS AND REPEATS UNTIL THEY YOU BELIEVE THAT COVID IS A THREAT ENDANGERING YOUR KIDS THAT I OR ANOTHER KID ARE ORDERING YOU TO NOT WEAR A MASK.

BY ALL MEANS WEAR A MASK, BUT DON'T FORCE YOUR IDEALS ON ME BECAUSE I HAVE FAITH THAT I WILL BE ALL RIGHT AND SO WILL THOSE I HOLD DEAR.

PARENTS ARE UPSET THAT THE SUPERINTENDENT, IN COLLUSION WITH PRESIDENT AMY WEIR AND LAWFULLY USED CAMPUS COPS TO ENFORCE ARBITRARY POLICY MADE UP AT THE MEETING MADE UP AT THE BEGINNING OF THE MEETING A POLICY THAT WAS NOT DOCUMENTED ANYWHERE, A POLICY THAT WAS NOT BEING APPLIED TO ANY OTHER GATHERING OR EVENT IN THE SCHOOL DISTRICT.

THESE ACTIONS ARE A DIRECT VIOLATION OF YOUR COCE.

I AM A CURRENT STUDENT AT ROUND ROCK HIGH SCHOOL AND I WAS TRYING TO USE THE GIRLS LOCKER ROOM TO CHANGE OUT OF MY GYM CLOTHES.

A TRANS GIRL WALKED IN WHO VERY MUCH LOOKED LIKE A MALE.

I WASN'T AWARE OF WHO THIS PERSON WAS, BUT I SAW A DUDE AND QUICKLY FINISHED GETTING DRESSED AND LEFT.

IT WAS VERY TRAUMATIZING AND I FELT VERY VIOLATED.

I AM SURE THAT THIS PARTICULAR PERSON IS A GOOD PERSON, BUT THE SAME CANNOT BE SAID ABOUT MANY OF THE OTHER BIOLOGICAL MALES AT ROUND ROCK HIGH SCHOOL.

I AM SCARED THAT ALLOWING ONE BIOLOGICAL MALE WHO CLAIMS TO BE FEMALE INTO THE GIRLS LOCKER ROOM WILL LEAD TO AN UNSAFE ENVIRONMENT WHERE OTHER BOYS START TO USE THE GIRLS LOCKER ROOM. I WOULD REALLY APPRECIATE IF YOU WOULD ONLY LET BIOLOGICAL FEMALES MY NAME IS JOHN [INAUDIBLE], AND I REPRESENT THREE STUDENTS IN ROUND ROCK ISD.

ONE THING WE CAN ALL AGREE ON IN THE ROUND ROCK COMMUNITY IS THAT WE CARE ABOUT EACH OTHER. WE ALL DESPERATELY DESIRE TO BE HEARD AND SEEN AS IT AS AS IS EVIDENT TONIGHT.

PEOPLE ARE ATTENDING FOOTBALL GAMES, VOLLEYBALL GAMES, BAND CONCERTS, SCHOOL LOCK INS, ET

ON JUNE 19TH, THE HIGH SCHOOL STUDENT STOOD HERE AND SPOKE FOR THE FIRST TIME, ASKING FOR TRANSPARENCY FROM THE BOARD.

AFTER WATCHING OUR NEW SUPERINTENDENT GET VOTED IN UNDER SKETCHY CIRCUMSTANCES.

IN THE INTEREST OF TRANSPARENCY, I'D LIKE TO HAVE THE FOLLOWING QUESTIONS ADDRESSED.

HOW DID FIVE OF YOUR SEVEN TRUSTEES KNOW IN ADVANCE THAT THE SUPERINTENDENT WOULD ARRIVE JUST IN TIME FROM SOUTH TEXAS WHEN YOU BARELY HAD TIME TO READ THE VOTE? IT WAS CLEAR TWO TRUSTEES WERE LEFT OUT OF THE LOOP.

HOW DID SOME COMMUNITY MEMBERS KNOW HE WOULD ARRIVE JUST IN TIME SO THEY COULD GREET HIM WITH CUPCAKES? DID THE FIVE OF YOU SPEAK TO ONE ANOTHER IN ADVANCE AND KNOW, WITHOUT A DOUBT HE WOULD BE VOTED IN? HOW DID THEY KNOW ABOUT HIS SURPRISE VISIT? WHY DID THE SUPERINTENDENT HAVE ROUND ROCK ISD POLICE INITIATE THE ARREST OF TWO FATHERS ? ONE WAS ARRESTED ONE MONTH AFTER HE SPOKE AT THE MEETING AND ANOTHER FATHER ARRESTED THREE DAYS AFTER A MEETING.

YOU KNEW BOTH OF THESE MEN BY NAME.

WAS THIS AN ATTEMPT TO SILENCE THEM? WHY DID YOU ALLOW 18 SEATS ON SEPTEMBER 14? THIRTY FIVE SEATS FOUR DAYS LATER AND 300 PLUS AT THE MCNEIL PARK WITH NO SOCIAL DISTANCING. BARELY A WEEK LATER, AND TODAY WE HAVE TOO MANY TO COUNT AT THE SAME STUDENT OUTCOME THANK YOU SO MUCH FOR SPEAKING TONIGHT.

WEB BASED LEARNING AND TEST TAKING IS SO DIFFICULT FOR KIDS.

IT'S ALSO DIFFICULT FOR US AS PARENTS TO SEE WHERE KIDS ARE MAKING MISTAKES AND HELP THEM ALONG THE WAY. I WOULD LIKE TO SEE MORE OF A HYBRID APPROACH WHERE KIDS GET USED TO ONLINE WORK, SINCE THAT'S HOW THEY'LL BE TESTED, BUT ALSO PROVIDE OPPORTUNITIES TO PUT PENCIL TO PAPER AND SHOW THEIR WORK AND HAVE THAT WORK SENT HOME.

AS A PARENT, I UNDERSTAND IT WILL HELP ME UNDERSTAND HOW I CAN SUPPORT LEARNING AT HOME.

MY SON AT CEDAR RIDGE HIGH HAS REPEATEDLY BEEN TOLD THAT HE CAN'T PARTICIPATE IN PROGRAMS SUCH AS AVID. HE'S BEEN PROHIBITED FROM TAKING THE PSAT AND HAS A STAFF THAT ROUTINELY IGNORES ITS ACCOMMODATIONS AND EMBARRASSES HIM IN FRONT OF HIS PEERS.

MY OTHER DAUGHTER, WHO IS DEAF AND WAS DENIED AN INTERPRETER BY THIS DISTRICT AT THE SEPTEMBER 22ND MEETING, HAS ALSO BEEN DENIED FOR A YEAR TRANSPORTATION TO TEXAS SCHOOL FOR THE DEAF. THE DISTRICT HID INFORMATION FROM ME, PUSHED ME INTO A PARENT REFERRAL, AND THE ATTORNEYS FOR THE DISTRICT ARE NOW SAYING THAT THEY'RE NOT PROVIDING TRANSPORTATION BECAUSE I MADE A UNILATERAL DECISION TO PROVIDE THE BEST EDUCATION FOR MY CHILD.

JUST TO PUT THINGS IN PERSPECTIVE, WE HAVE ABOUT 140 STUDENTS AT STONY POINT WHO ARE TAKING FLORAL DESIGN, AND OUR TEACHER SAID WE ACTUALLY HAVE THREE DIFFERENT, DIFFERENT CERTIFICATIONS. AND YOU ALSO HEARD OUR STUDENTS SAY NOT JUST ABOUT PUTTING THE DESIGN, BUT ALSO LEARNING ABOUT OPERATING A BUSINESS, MAYBE OPENING A SMALL BUSINESS ONE DAY.

AND THAT WOULD BE THEIR BUSINESS, RIGHT? SO AGAIN, WE'RE VERY PROUD OF THEIR WORK AND OUR STAFF AND THE DEPARTMENT FOR MAKING THIS HAPPEN FOR OUR STUDENTS. WE DO HAVE IT ALSO ON [INAUDIBLE].

WE HAVE ONLY 58 STUDENTS WHO ARE PART OF THIS GREAT PROGRAM.

SO THE FIRST ONE TALKS ABOUT THIS DISTRICT WILL INCREASE THE PERCENTAGE OF STUDENTS WHO SCORE MEETS GRADE LEVEL OR HIGHER ON THIRD GRADE STAAR READING FROM FIFTY THREE TO SIXTY FOUR PERCENT BY 2024.

AND THEN WE HAVE YEARLY PROGRESS OR YEARLY TARGET DOWN THERE.

IN ADDITION, AS I MENTIONED EARLIER, WE ALSO HAVE STUDENT GROUPS, AND SO WE'LL BE MONITORING AND ENSURING THAT OUR STUDENTS, ALL OUR STUDENTS, ARE ACTUALLY PROGRESSING FROM YEAR TO YEAR. WE ALSO HAVE A SECOND GOAL THAT IS HAS TO DO WITH MATH AND THE GOAL NUMBER TWO. THE DISTRICT WILL INCREASE THE PERCENTAGE OF STUDENTS WHO SCORE MEETS GRADE LEVEL OR HIGHER ON GRADE ON THIRD GRADE STAR MATH FROM FORTY TO SIXTY EIGHT PERCENT BY 2024. WE ALSO DEVELOP YOUR TARGETS AS WELL AS TARGETS FOR EVERY STUDENT GROUP.

AGAIN, THE IDEA IS TO LIFT EVERYONE AND ENSURE THAT WE ARE CLOSING THE ACHIEVEMENT GAP.

AND THEN THE THIRD GOAL THAT OUR BOARD OF TRUSTEE WORKED ON LAST WORKSHOP IS AROUND COLLEGE AND CAREER MILITARY.

AND WE WANT THAT NUMBER OBVIOUSLY TO INCREASE FROM EIGHTY THREE PERCENT TO NINETY PERCENT BY AUGUST 2024.

THIS IS A REALLY INTERESTING ONE, AND THIS IS WHERE WE OFTEN LOSE MINUTES, IT SAYS MINUTES DISCUSSING, DEBATING AND VOTING ON ITEMS REMOVED FROM OR ON THE CONSENT AGENDA.

SO WAYS THAT WE'RE GOING TO GO ABOUT NOT HAVING TO REMOVE ITEMS FROM THE CONSENT AGENDA AT MEETINGS IS THE DISTRICT HAS AGREED TO SEND US OUR MEETING AGENDA AND RELATED ITEMS 10 DAYS BEFORE THE MEETING.

SO WE NOW HAVE A LONGER PERIOD OF TIME TO LOOK AT IT.

AND HOPEFULLY IF THERE'S ANYTHING THAT WE HAVE QUESTIONS ON OR ANYTHING WE FEEL WE NEED TO PULL OFF THE CONSENT AGENDA THAT CAN BE DONE EARLY INSTEAD OF WAITING TILL WE GET TO MEETINGS. THE QUESTION IS WHETHER THE REMAINING FIVE DEFENDANT TRUSTEES IN THIS LITIGATION CAN ASK AND COMPEL THE TWO PLAINTIFF TRUSTEES TO NOT PARTICIPATE IN THE CLOSED SESSION CONSULTATION WITH ATTORNEY ON THIS SPECIFIC LITIGATION.

THERE IS, I'VE DISSEMINATED A 1989 JIM MADDOX, ATTORNEY GENERAL OPINION THAT DIRECTLY ADDRESSED THAT QUESTION.

IN THAT CASE, THERE WAS ONE TRUSTEE WHO HAD FILED A LAWSUIT AGAINST THE REMAINING SIX TRUSTEES OF A SCHOOL BOARD, AND ULTIMATELY, THE ATTORNEY GENERAL OPINED THAT IT WAS APPROPRIATE FOR THE SIX DEFENDANT TRUSTEES TO RE TO ASK AND COMPEL IF NECESSARY.

THE ONE PLAINTIFF TRUSTEE TO NOT PARTICIPATE IN THE CLOSED SESSION BECAUSE THE BOARD HAS A RIGHT TO HAVE ATTORNEY CLIENT CONSULTATION ON THAT LITIGATION, AND IT WOULD BE INCONGRUOUS WITH THAT RIGHT TO ALLOW THE PLAINTIFF IN THAT LITIGATION TO PARTICIPATE IN THAT CLOSED SESSION. SO THIS ATTORNEY GENERAL OPINION, WHICH IS, AS I SAID, FROM 1989, STILL STANDS AND THAT WOULD BE THE JUSTIFICATION YOU WOULD USE TO HAVE A CONSULTATION WITH YOUR ATTORNEY, JUST THE FIVE DEFENDANT TRUSTEES.

SO, MADAM PRESIDENT, DO YOU INTEND TO MAKE A MATTER OF PUBLIC RECORD THAT TRUSTEE, BONE AND I ARE BEING EXCLUDED, EVEN THOUGH WE I'LL SPEAK FOR MYSELF, I AM OPPOSED.

I DO NOT BELIEVE ATTORNEY GENERAL OPINIONS DO NOT HAVE.
